Hong Kong China Gas Commences Trial Operation of 10,000-Cubic-Meter Storage Tank and Utility Systems

At 10:38 on November 4, with the successful opening of the intake valve at the project’s multi-functional transmission and distribution center, the 10,000-cubic-meter storage tank and associated utility systems of the Hong Kong China Gas Emergency Peak-Shaving Storage and Distribution Base (Phase I, Stage 1), constructed by the Installation Branch Company, were put into trial operation.
This project is a key initiative of Sichuan Province, located in the Yanling Industrial Park of the Economic Development Zone in Weiyuan County, Neijiang City. Covering an area of over 360 mu, it has a total investment of approximately RMB 1.7 billion and will include a liquefied natural gas production line with a daily processing capacity of 1.5 million cubic meters of gaseous natural gas, as well as storage tanks with a total storage capacity of 110,000 cubic meters. The first phase of the project involves an investment of about RMB 800 million; civil works for the first-phase buildings, including the comprehensive office building and the staff canteen, along with curtain wall installation and interior fit-out, are being undertaken by Nantong Construction General Group, while the first-phase equipment installation is being carried out by the Installation Branch. The total value of the signed contract for this phase is approximately RMB 316 million.
The project’s large scale, stringent quality requirements, complex process principles, and tight schedule pose a significant challenge to traditional MEP installation contractors. In the first phase, Part 1, the total length of process pipelines is approximately 15,150 meters, with a total of 51,965 weld joints requiring welding, and a total of 17,243 radiographic films for nondestructive testing, all subject to a first-pass acceptance rate requirement of 99.12%.
The project management team demonstrated exceptional initiative and dedication, treating the project as their own home and placing a strong emphasis on integrated planning and coordination. Despite facing numerous challenges—including a year-long pandemic, unprecedented heat waves in the project location that occur only once in a century, power restrictions, and significant delays in the delivery of imported equipment—the team implemented a range of measures to accelerate progress, such as adopting a “pandemic bubble” containment model, working overtime, and maintaining full operations throughout the Spring Festival holiday. With the full support of the installation branch, this project has achieved leading construction schedules and quality among projects of similar type and scale.
During the implementation of the project, the project team continuously enhanced its professional knowledge and overcame one technical challenge after another, thereby acquiring extensive experience in the construction management of petrochemical and gas projects. This project represents another comprehensive petrochemical and gas project for the Installation Branch, following the Yangquan and Yangqu projects in Shanxi Province, and has laid a solid foundation for the branch to further expand its footprint in the petrochemical sector.
