First Branch Visits Wuxi Branch to Exchange and Learn on the Dongcheng Mechanical & Electrical Project at Tongzhou Bay

In response to the directive issued by Chairman Zhang Xiangyang of the Group at the project cost analysis meeting—to strengthen project cost planning and implement refined cost control measures—recently, a delegation of 20 members, led by Qiu Lin, Deputy General Manager of the Group and General Manager of the First Branch, comprising members of the First Branch’s management team, project managers, department heads, and representatives of project pre- (and final-) budgeting personnel and materials officers, traveled to the Tongzhou Bay Dongcheng Mechanical & Electrical Project of the Wuxi Branch to conduct an exchange and study visit.
Under the introduction and guidance of Wang Jinfeng, Deputy Chief Engineer of the Group Company and Deputy General Manager of the Wuxi Branch, the delegation first toured the construction site of the Dongcheng Mechanical & Electrical Project. The entire site was laid out in a scientifically sound and well-organized manner, with a clean and tidy environment and materials neatly and orderly stacked. Of particular note was the exceptional quality on site: concrete formwork achieved impeccable results—beam–column joints were squarely aligned, concrete edges and corners were crisp and well-defined, floor flatness met excellent standards, and there were no cracks in the floor concrete; masonry work also set a high benchmark, with uniform mortar joint widths, perfectly horizontal and vertical courses, and masonry units free from chipped or broken edges. Every aspect of the work matched the standard sample exactly, demonstrating first-time-quality control throughout the process and leaving a profound impression on the visiting team.
Following the on-site observation, the delegation convened in the conference room to hear a presentation on best practices for dynamic project cost analysis. During the session, Mr. Wang Jinfeng outlined how institutional frameworks, human resources, and effective management can be leveraged to achieve dynamic cost control on projects. The project team has standardized, formalized, and proceduralized its day-to-day operations, compiling monthly summaries into dynamic cost-analysis reports. By employing digital management tools, the team is able to identify potential cost risks well in advance within limited timeframes and promptly implement coordinated mitigation measures, thereby minimizing overall project expenditures to the greatest extent possible. Mr. Wang’s presentation was richly illustrated and presented complex concepts in a clear, accessible manner. In particular, the monthly dynamic analysis reports provided detailed breakdowns by labor, materials, and equipment, offering valuable insights into the project team’s approach and addressing attendees’ questions, which proved highly enlightening. Subsequently, Mr. Xu Liu Mu, Deputy Manager of the Finance Department at the Wuxi Branch and also the project cost accountant, along with Project Manager Mr. Miao Daqing, each gave presentations on the dynamic cost-analysis report and the “Operational Manual for Dynamic Cost Management,” respectively. Mr. Xu focused on the origins and rationale behind each data point in the dynamic cost-analysis report, while Mr. Miao explained how the manual is applied, covering overarching requirements, expense accounting, and the responsibilities of various roles. Throughout this exchange, participants drew on their own professional experience and perspectives, leading to an in-depth dialogue and discussion between the two sides.
During the review and summary session, Deputy General Manager Qiu Lin emphasized that the construction industry is currently facing an unprecedentedly severe situation. He urged all attendees to thoroughly study the outstanding practices in on-site management and cost analysis and control demonstrated at the Dongcheng Mechanical & Electrical Project, and to tailor these lessons to the specific circumstances of each department and project. By doing so, they should further strengthen and refine cost management at the First Branch Company, thereby contributing to the Group’s high-quality development.
Through this exchange and learning activity, participants have enhanced their professional competence and expertise, while also paving the way for more refined management of project cost accounting at the First Branch Company, thereby driving the enterprise’s transformation from a scale-driven model to an efficiency-oriented one and striving to achieve high-quality development.
