The Group Company Holds a Meeting on Fully Advancing the Fine-Grained Management of Project Costs

On February 21, the Group held a meeting at the headquarters auditorium to comprehensively advance the refined management of project costs. Chairman Zhang Xiangyang attended the meeting and delivered an important speech, emphasizing that all levels of the company must align their thinking, pool their efforts, adopt a coordinated and collaborative approach, and pursue steadfast and diligent implementation. With a work style and spirit characterized by “leaving clear marks on every task and tangible results on every step,” the company must comprehensively advance the refined management of project costs, elevate the overall level of project cost management, resolutely win the battle for the company’s survival and development, and solidly promote high-quality enterprise development.

A total of 130 participants attended the meeting, including leaders at or above the rank of Deputy Chief Engineer No. 3 of the Group Company, heads of all headquarters departments, heads of all subsidiaries, deputy general managers in charge of operations, department managers of the Operations Department and the Finance Department, selected project managers, as well as trainees from the specialized mentorship program in economic management and financial management. The meeting was chaired by General Manager Zhang Zhongda.
At the meeting, Xu Chunyang, Chief Accountant of the Group Company, provided an interpretation of the Implementation Plan for the Comprehensive Promotion of Project Cost Fine Management across the Group, covering five key aspects: the background for promotion, the objectives of promotion, the content of promotion, the Three-Year Action Plan, and the supporting measures, and also made specific work arrangements. Wang Jinfeng, Deputy Chief Engineer and Project Manager of the Dongcheng Mechanical & Electrical Project at the Tongzhou Bay Branch in Wuxi, shared his practical experience in fine project cost management based on his own work.

In his address, Chairman Zhang Xiangyang pointed out that comprehensively advancing the refined management of project costs is a major decision made by the Party Committee, the Board of Directors, and the General Manager’s Office of the Group, in light of the complex and challenging conditions currently facing the construction industry and with the aim of strengthening internal corporate governance. This initiative holds significant strategic and practical importance for the Group’s current and future high-quality development. Whether this important undertaking can be fully implemented and yield tangible results hinges on the level of awareness and understanding among the leadership teams at both levels of the company and among all managerial personnel; effective execution serves as the guarantee; and a pragmatic, hands-on approach is the key. To ensure the successful and comprehensive implementation of refined project-cost management, he put forward four specific suggestions and requirements:
First, it is essential to gain a profound understanding of the paramount significance of comprehensively advancing refined project cost management. Refined project cost management is an inevitable requirement for scientific enterprise management, a fundamental measure for achieving high-quality corporate development, and, moreover, an urgent imperative for addressing the current deep restructuring and cutthroat competition in the construction market. All levels of the company must fully recognize the arduousness and complexity of the company’s comprehensive effort to advance refined project cost management, ensure unified thinking, smooth communication of directives, and coordinated action, and devote themselves wholeheartedly to the effective implementation of all assigned tasks.
Second, we must clarify our approach, focus on the key priorities, and make all-out efforts to advance the refined management of project costs. Comprehensive promotion of refined project-cost management is a long-term strategic task and a complex systems engineering endeavor. In managing project costs, we must rigorously uphold the “pre-bid cost estimation checkpoint,” the “cost-management planning checkpoint,” the “cost-management responsibility accountability checkpoint,” the “process-control implementation checkpoint,” the “change-order and claim settlement and debt-collection checkpoint,” and the “cost-settlement closure checkpoint.” These six checkpoints represent the most salient and urgent core tasks in the current phase of advancing this work, and all units and departments must clarify their thinking, focus on these priorities, and resolutely ensure full implementation.
Third, we must engage in coordinated planning and holistic synergy to continuously deepen the refined management of project costs. To comprehensively advance refined project-cost management, it is essential to adopt integrated planning, ensure seamless coordination across all functions, persist in exploration, and progressively deepen our efforts. We need to accelerate the establishment of a refined-management system, strengthen staffing with relevant specialists, and launch extensive publicity and training on refined project-cost management. Furthermore, we should expedite the organization and implementation of refined project-cost management by focusing on five key areas: comprehensively strengthening pre-bid review and decision-making; developing comprehensive project-cost-management plans; implementing robust process control over project costs; ensuring effective execution of the project economic-responsibility system; and advancing the enhancement and development of an integrated, information-based project-management platform.
Fourth, it is essential to strengthen organizational leadership and make all-out efforts to advance the meticulous management of project costs, ensuring that such work is carried out thoroughly, precisely, and effectively. The comprehensive promotion of meticulous project-cost management entails high objectives, arduous and complex tasks, and broad scope; therefore, robust leadership is imperative. We must further refine the leadership accountability system, with general managers of subordinate units assuming full responsibility and personally overseeing planning, implementation, and execution. Project managers are pivotal and bear primary responsibility. It is also crucial to reinforce oversight, inspection, supervision, and performance assessment of meticulous project-cost management, intensify accountability and pursuit of responsibility, and thereby substantially enhance the organization’s execution capability. At the same time, we should diligently explore, summarize, and share best practices in meticulous project-cost management, vigorously recognize and commend outstanding units and individuals, and continuously elevate the standard of such management.
In his concluding address, Chairman Zhang Xiangyang urged all employees and cadres across the company to rise to the occasion: it is precisely in times of great upheaval that true heroism shines through, and only through hardship and adversity can we forge excellence. He called on everyone to take immediate action and wholeheartedly commit themselves to this critical battle that bears directly on the company’s survival and development. With an unwavering spirit of “clinging tenaciously to the green hills,” they must strive to achieve all objectives and tasks set by the Group in advancing the refined management of project costs. Through relentless effort, they will comprehensively elevate the level of project cost management, thereby securing victory in the crucial fight for the company’s survival and growth and making new and even greater contributions to the comprehensive promotion of high-quality enterprise development.
In his concluding remarks, General Manager Zhang Zhongda pointed out that Chairman Zhang Xiangyang’s speech provided an in-depth analysis of the current complex and challenging conditions in the construction market. From the strategic perspective of corporate survival and high-quality development, the speech profoundly expounded the significant importance and specific objectives of refined project cost management, and laid out a comprehensive plan for advancing this initiative. The speech was both visionary and far-reaching, offering strong forward-looking guidance as well as targeted, actionable recommendations, thereby charting the course and providing fundamental principles for comprehensively promoting refined project cost management across the board. All levels of the company must thoroughly study, implement, and internalize the spirit of the speech, focusing on three key areas—strengthening publicity, innovating methodologies, and transforming work styles—to ensure rigorous execution. By doing so, we will strive to achieve all targets and tasks related to refined project cost management, continuously opening up new prospects for the Group’s high-quality development!
