Overcoming Tough Challenges to Craft Premium Projects: Precision Management Yields Outstanding Results — A Chronicle of Project Management at the Former Thermal Power Plant Site in Qidong City

The Qidong City Former Thermal Power Plant Site Development Project is a high-end residential development invested and developed by Qidong Urban Investment Group. Located at the intersection of Renmin Road and Gangdong Road in downtown Qidong, the project boasts a total construction area of 67,490 square meters, featuring a frame structure with one basement level and six or seven above-ground floors, comprising a total of ten individual buildings. Under the leadership of Cao Rong, Project Manager of the First Branch Company, the entire project team—comprising management and staff—worked around the clock for 20 months, overcoming numerous challenges and pressing ahead with determination to complete the civil engineering works on schedule. The project has now entered the final stages of completion and commissioning, delivering a successful outcome that fully satisfies both the client and the Group.

 

 

Rise to the challenge and seize critical project milestones.

Since construction commenced on October 6, 2022, the project owner has imposed extremely stringent schedule requirements. In response, the project team pooled their collective expertise to optimize the sequencing of pile foundation and shoring works, successfully overcoming numerous challenges such as limited site space and obstructed access roads. By implementing a range of technical measures to shorten construction phases, the team completed all pile foundation and shoring works, as well as the raft foundation pour for the first building, before the 2023 Spring Festival. Following the resumption of work on the fifth day of the first lunar month, the team coordinated with earthwork contractors and other subcontractors to adopt a temporary in-site short-haul transport method for excavated materials, thereby significantly enhancing the efficiency of all trades. Ultimately, thanks to the tireless efforts of the entire project team, the project achieved its sales milestone ahead of schedule and received unanimous praise from both the owner and the supervision authority.

Adhere to stringent standards and implement safe and civilized construction.

Due to the site’s unique location, this project has received close attention from all relevant authorities since the outset of construction. To the east and south, the site is immediately adjacent to three established residential communities, and the main construction access route shares a narrow alleyway with residents, presenting extremely challenging working conditions. During excavation, construction was meticulously carried out in strict accordance with the specialized deep-excavation plan and applicable regulations for high-risk, large-scale projects. In addition to coordinating closely with third-party excavation-monitoring services, comprehensive parallel monitoring was implemented throughout the process. Furthermore, the foundation work was executed in staged sections, with each section backfilled immediately after completion, thereby minimizing impacts on the surrounding environment. At the same time, proactive measures were taken to ensure civilized construction practices, control dust emissions, and mitigate noise and vibration, fostering positive community relations with local neighborhood committees and residents. With the care and support of leaders at all levels within the Group and its branches, the project has successfully passed the second batch of smart-construction-site dynamic verification for Nantong City in 2023 and the standardized construction-site acceptance inspection conducted by Qidong City, and is now actively applying for the Jiangsu Province Standardized Construction Site Star Rating.

Strictly focus on quality and strive to deliver high-quality, exemplary projects.

In recent years, the real estate sector has experienced a downturn that has exceeded expectations, prompting regulatory authorities as well as construction and supervision entities to impose even stricter quality-control requirements on commercial housing projects. In response to the client’s stringent quality-delivery standards for this project, the project team has steadfastly implemented quality-management systems such as model-unit demonstration and the three-inspection system. With a particular focus on preventing common quality defects in residential construction, the team has strengthened detailed control over each construction process and rigorously carried out all preventive measures, achieving significant results. Building No. 2 of this project has already passed the Nantong Municipal Quality-Structure Acceptance Inspection. Meanwhile, the project team has actively promoted and applied new technologies and has completed the project approval process for the Jiangsu Province Demonstration Project on the Application of New Construction Technologies.

 

 

Refined Management to Enhance Cost Management

Upon winning the bid, this project was immediately designated as a pilot initiative for advancing refined cost management across the Group. Under the guidance of the Group’s Leading Task Force on Refined Cost Management, Qiu Lin, General Manager of the First Branch Company, and Ma Yinhua, Secretary of the Party Branch, took the lead in organizing and coordinating efforts. With guidance and support from the Branch Company’s Business Department, the project team successfully completed cost forecasting and contract planning, implemented comprehensive control measures throughout the construction process, and made dynamic adjustments to cost and contract plans, thereby establishing benchmark performance indicators that can be used as references for bidding on similar projects. Through close collaboration between the Branch Company’s Business Department and Finance Department, the project team compiled monthly cost analysis reports and held regular cost-analysis meetings to promptly identify and anticipate cost-risk areas, swiftly discuss mitigation and corrective actions, and effectively reduce all project-related cost expenditures.

At present, the civil engineering works for this project have been completed, and work is underway on individual-unit acceptance inspections and the construction of outdoor supporting facilities. All key financial indicators are currently in line with the cost-planning targets. Moving forward, we will further advance the settlement and audit process in a solid and systematic manner, fully capitalize on opportunities for secondary operations in rate-based bidding projects, strive to enhance the project’s economic performance, and make the due contribution of the project team to promoting the enterprise’s sustained, stable, and healthy development.
