Under the blazing sun, the Guangdong Jiangmen Dingzheng Environmental Protection Packaging Materials Production Base project has launched its final all-out push to complete and deliver the facility. Day and night, Nantong construction workers have poured their original aspirations into every stroke of their brushes, wielding their craftsman’s spirit to create a stirring masterpiece on this vast canvas—one that captures the spirit of riding the waves and forging ahead with unwavering determination.

 

 

The Jiangmen Dingzheng Environmental Protection Packaging Materials Production Base project is located in Tangxia Town, Pengjiang District, Jiangmen City. The project has a total construction area of 24,000 square meters and comprises seven individual buildings. Upon completion, the facility will feature eight flexible packaging production lines and two integrated color-printing lines.

Since the official commencement of the project in August 2023, under the leadership of Ji Shenghua, Deputy General Manager of the Third Branch Company and Project Manager, all staff and workers of the project team have meticulously planned the construction schedule, rigorously enforced quality management, ensured safe and civilized construction practices, and pressed forward with relentless dedication and determination. Through their wisdom and hard work, the Nantong Construction workforce is striving to deliver a model project of impeccable quality, thereby presenting a highly satisfactory outcome to the Group Company and the client.

Faced with numerous challenges—including tight schedules, heavy workloads, stringent quality standards, frequent typhoons, and abundant rainfall—the project team closely aligned its operations with the specific construction characteristics and environmental conditions, meticulously developing detailed construction plans. Every task was assigned to a specific person, ensuring comprehensive pre-planning and real-time control throughout the execution process. Under the unified command of the project management team, all personnel remained undaunted by adversity; whether confronted with fierce winds or scorching heat, they steadfastly stayed on the front lines, rigorously adhering to monthly and weekly construction schedules and thereby guaranteeing the timely and effective progress of the project.

In this race against time, the project team has confronted complex geological conditions, harsh weather, and tight construction schedules. Rather than retreating, they have drawn upon the indomitable spirit and unwavering determination that drive them to tackle tough challenges and overcome obstacles. Project Manager Ji Shenghua has led by example, plunging headfirst into the front lines of construction, stepping up with courage and strategic vision to steer the project in the right direction. Construction engineers work around the clock, meticulously refining design solutions and continuously optimizing construction plans to ensure that every resource is utilized as efficiently as possible. Meanwhile, workers brave the scorching sun, moving tirelessly among rebar and concrete, transforming steel and cement into a state-of-the-art, intelligent manufacturing facility through their own hands. With their ingenuity and hard work, they have surmounted one challenge after another and achieved victory after victory. Strict Control Ensures Both Safety and Production

Safety is the bottom line and red line of engineering construction, and moreover, it is the lifeline of a company’s stable and healthy development—allowing for absolutely no slack, complacency, or carelessness. Therefore, from the very first day of commencement, the project team has prioritized workplace safety as the paramount principle of construction, deeply engraving the guiding philosophy of “safety first, prevention-oriented, and comprehensive management” in the hearts of every member of the team.

To ensure the safe and efficient operation of the project, the Project Department has established a Leading Group for Work Safety and Civilized Construction, headed by Project Manager Ji Shenghua, which is fully responsible for managing work safety and civilized construction on this project. Based on the specific characteristics of the project, appropriate on-site management systems for work safety and civilized construction have been formulated. Starting at the source, strict requirements are imposed: before the commencement of each work process, comprehensive safety and technical briefings are promptly conducted for workers in all contracting teams; team members are organized to study the safety and technical operating procedures for their respective trades; and the safety awareness of all employees is continuously enhanced. In addition, newly arrived workers undergo pre-entry safety education and examinations, as well as training on essential knowledge and skills, thereby ensuring that all personnel involved in the project receive comprehensive safety education. Specifically, every contracting team entering the site has its safety education and training records maintained, and each team receives “three-level safety education.” Meanwhile, during nighttime rest periods, large-scale specialized classes on work safety and civilized construction are also held for rural migrant workers, further strengthening the safety awareness and proactive compliance of all personnel.

During the construction preparation phase, the project team rigorously implemented the “High-Formwork Erection Plan” for the erection of localized high-formwork systems, conducting self-inspections by work crews, acceptance inspections by the project team, and supervisory acceptance inspections to ensure quality at each of the three critical stages. With regard to the safety inspection of steel structure lifting and external scaffolding, thorough checks were carried out on bolt tightening torque, spacing and vertical pitch of steel tubes, wall connectors, and lifting equipment, thereby effectively preventing accidents, fostering a safe and civilized working environment, and establishing favorable preconditions for generating substantial economic benefits for the project team.

Empowering with Intelligent Manufacturing and Enhancing Quality Through Precision Control

With high-quality structural work as the overarching quality objective, the Project Department has developed tailored management measures, methodologies, and contingency plans that are specifically aligned with the project’s unique characteristics. The department has conducted extensive education and awareness campaigns among all construction personnel to reinforce quality consciousness and enhance organization-wide commitment to quality management. In addition, emergency response drills have been carried out to address unforeseen adverse weather conditions. The Project Department has also established a rigorous system of work briefing, intermediate inspection, and acceptance procedures, along with a comprehensive reward-and-punishment framework. To ensure effective implementation of these systems, the Project Department has organized multiple rounds of training and assessment for all relevant personnel throughout the construction process, enabling them to exercise more thorough and stringent control over construction quality.

Project management personnel begin by rigorously controlling material quality: upon arrival at the site, materials are first inspected for appearance and accompanied by valid certificates of compliance; subsequently, the supervising engineer is invited to witness on-site sampling and submission for testing, and materials may only be used after passing inspection. Materials are stacked according to their respective specifications, models, types, and batches, with proper covering to protect against exposure. Finished semi-finished products must be stored on-site separately by specification, application location, and model, with adequate measures in place to prevent rain and moisture damage; moreover, acceptance inspections must be carried out strictly in accordance with relevant codes and standards, and materials may only be used once they meet the required quality criteria.

Meanwhile, the project department has implemented rigorous process control. First, axis control is meticulously managed: RTK and total stations are used to transfer coordinate points provided by the surveying institute into the construction site, followed by re-measurement; detailed measurement records are maintained for future reference. After completion of the re-measurement, the supervising engineer is invited to verify the coordinates of the transferred points; only upon successful acceptance may the next construction stage commence, with formal handover procedures completed. Second, elevation control is strictly enforced: elevation benchmarks supplied by the surveying institute are used to establish the factory building’s elevation, which is then double-checked by the quality inspector and the technical director, with any identified issues promptly rectified. Third, quality control throughout the construction process is ensured by establishing a project-quality inspection team led by the project manager and the technical director, which conducts both scheduled and unscheduled inspections of individual sub-projects. For any issues detected, a “Quality Rectification Notice” is issued, and financial penalties are imposed in accordance with the Project Department’s “Quality Management Regulations”; conversely, projects that consistently maintain high quality are rewarded. Fourth, a patrol-inspection system is instituted: during construction, quality inspectors conduct comprehensive patrols of the entire construction process. Upon identifying any problems, corrective recommendations are immediately communicated on-site to the respective trade foremen and team leaders, ensuring prompt remediation. For those who repeatedly receive such recommendations yet fail to address them in a timely manner or do not achieve adequate rectification, financial penalties are imposed, and relevant personnel are subjected to educational measures. Fifth, quality acceptance is rigorously carried out: after completion of each work procedure, the “three-inspection” system is strictly adhered to—following self-inspection by the work team, a specialized foreman conducts an inspection; upon passing, the work is submitted to the project department for final inspection and acceptance.

Thanks to the establishment of robust management systems and the diligent efforts of all project personnel, the project has achieved excellent quality results: welding of steel columns and beams shows no porosity, slag inclusions, or cracks, with a 100% pass rate in on-site sampling inspections. Furthermore, the concrete work meets all requirements of the construction acceptance standards for verticality, surface smoothness, and squareness of internal and external corners, while also exhibiting an aesthetically pleasing appearance, earning unanimous praise from both the supervising engineer and the client.

Joint Efforts and Precision Management to Reduce Costs

Project Manager Ji Shenghua places great emphasis on comprehensive, end-to-end project cost management and vigorously champions a management philosophy that emphasizes standardization, proceduralization, refinement, and normalization in cost control. Throughout the project implementation process, he continuously strengthens cost planning and ensures the effective execution of refined cost-control measures.

The project department holds regular cost-analysis meetings, enforces a stringent labor-approval system, rigorously controls internal settlement procedures, implements a rigorous material-price-comparison system, and strictly verifies and certifies on-site quantities of work. Management objectives are refined and broken down into specific targets, including overall cost-profit goals and itemized cost targets. Through meticulous management, control is exercised over every aspect of personnel, materials, and equipment, thereby minimizing costs. At the same time, cost reductions are achieved by optimizing construction plans and technical measures, ensuring that cost-control targets are met. Finally, a responsibility-based cost-management system is established, emphasizing the effective integration of “responsibility” and “cost.” Target responsibility agreements are signed at all levels to constrain the cost-management behavior of responsible parties and to assess and verify the implementation of these targets. Thanks to these comprehensive measures, painstaking attention to detail has been translated into tangible benefits.

The project is now nearing completion, and the project management team is focused on strengthening the final account settlement process, fully tapping into secondary business opportunities, and striving to maximize project benefits.
