On February 15, Chongchuan District convened a mobilization conference on “Accelerating Urban Renewal Year” and the High-Quality Development of the Construction Industry, calling on all levels throughout the district to put action first and deliver tangible results, thereby speeding up and enhancing the efficiency of urban renewal and the construction industry and providing solid support for building a strong and beautiful Chongchuan. Hu Yongjun, Secretary of the District Party Committee, attended the meeting and delivered a speech; Jiang Jianchun, Chairman of the Standing Committee of the District People’s Congress, and Gu Baohong, Chairman of the District Political Consultative Conference, also attended. Lu Zhiming, Deputy District Mayor of the District Government, presided over the meeting. Zhang Zhongda, General Manager of the Group Company, attended the meeting and made an exchange speech.

At the meeting, Xu Haiyan, Deputy Secretary of the District Party Committee and Secretary of the Party Working Committee of the Shibei High-tech Industrial Development Zone, announced the list of outstanding construction enterprises and advanced units in urban renewal for 2024. The Group was honored as an “Outstanding Construction Enterprise in Chongchuan District,” an “Enterprise Winning Awards for Excellence in the Construction Industry in Chongchuan District,” and an “Enterprise Pioneering Technological Innovation in the Construction Industry in Chongchuan District,” while JianGong Installation was recognized as an “Outstanding Construction Enterprise in Chongchuan District” and an “Enterprise Winning Awards for Excellence in the Construction Industry in Chongchuan District.”

Xie Xiaobing, a member of the Standing Committee of the CPC Chongchuan District Committee and Executive Deputy District Mayor, outlined the plans for 2025 as the “Year of Accelerating Urban Renewal” in Chongchuan District and for promoting high-quality development of the construction industry.

During his remarks, General Manager Zhang Zhongda reported on the Group’s remarkable achievements in 2024 and expressed heartfelt gratitude to the District Party Committee and District Government for their longstanding care and support. He stated that, in 2025, in the face of a complex and challenging construction market environment, the Company will continue to focus on the following priorities: First, we will proactively extend our operations upstream and downstream along the construction industry value chain and expand into high-value-added sectors, making every possible effort to capture market share and ensure stable business operations. We will concentrate on key areas and priority projects in urban renewal to further consolidate our foothold in the local market; intensify collaboration with central state-owned enterprises to broaden our presence in markets outside our home region; and mobilize the entire company to implement a new round of the “going global” strategy, vigorously tapping international markets and converting potential opportunities and growth space into concrete contracts and projects. Second, we will accelerate transformation and wholeheartedly explore new avenues, closely aligning with national policy directions, promptly identifying market demand in emerging industries, new energy, and new infrastructure, and leveraging our core responsibilities, primary business lines, and comparative advantages to engage in forward-looking planning and strategic positioning, so as to gain a first-mover advantage and take the initiative in the “blue ocean” of the new-quality productivity market. Third, we will actively introduce cutting-edge technologies such as green construction and intelligent building, vigorously cultivate new talent, enhance our capacity and expertise in undertaking “large-scale, complex, challenging, and specialized” projects, strengthen refined cost management across all projects, create new competitive advantages, and strive to empower the Company’s high-quality development through transformation and upgrading!

In his address at the meeting, Hu Yongjun, Secretary of the District Party Committee, emphasized the need to build on existing momentum, carry forward our efforts, and usher in a new phase in urban renewal. On the one hand, we must deeply appreciate the profound significance of “accelerating” urban renewal—recognizing that speeding up urban renewal is an imperative for fulfilling the main city’s responsibilities, a crucial lever for unlocking domestic demand potential, and an effective pathway for enhancing people’s wellbeing. On the other hand, we must accurately grasp the overarching requirements for urban renewal and harness its “acceleration” to power the high-quality development of the main city. We must squarely confront challenges, expedite transformation, and strengthen, upgrade, and expand the construction industry in Chongchuan. To do so, we must accurately assess the situation and remain firmly confident in the sector’s development. We should put the market first, cultivate and refine our presence in the local market, consolidate and expand our foothold in markets outside the region, and actively explore international markets, thereby scaling up the overall size of the construction industry. At the same time, we must steadfastly pursue reform and innovation to elevate the quality of the sector’s development. Furthermore, we must ensure high-level coordination and efficient implementation, forging a powerful synergy between urban renewal efforts and the development of the construction industry. This requires strengthening organizational leadership, enhancing overall planning and coordination, adopting visual management through detailed roadmaps, and establishing robust mechanisms for routine oversight and process control, so as to advance urban renewal in a forceful yet orderly manner. We should also foster a “close yet clean” relationship, striving to build a new type of government–business relationship that is both close and appropriately restrained, and characterized by integrity and effectiveness. In addition, we must vigorously promote the entrepreneurial spirit of Zhang Jian, continuously enhance the influence and reputation of Chongchuan’s elite construction workforce, and make even greater contributions to building a modernized new Chongchuan.
