The Group Company Holds the 2025 Work Conference on Work Safety

On February 7, the Group held the 2025 Work Conference on Work Safety in the Headquarters Auditorium. More than 100 leaders, including deputy chief engineers and above, department managers at headquarters, general managers and Party secretaries of all subsidiaries, deputy general managers in charge of work safety and corporate credit management, chief engineers, union chairpersons, heads of the Work Safety Department, and project manager representatives, attended the meeting.

The meeting was chaired by Zhang Zhongda, General Manager of the Group Company, during which Deputy General Manager Yin Yougen delivered the “2025 Work Report on Work Safety.” All subsidiaries signed the “2025 Annual Work Safety Responsibility Commitment” and the “2025 Annual Corporate Credit Management Responsibility Commitment.” Zhang Xiangyang, Chairman of the Group Company, attended the meeting and delivered an important address.
In his work report, Deputy General Manager Yin Yougen summarized the Group’s 2024 work on production safety across ten key areas, analyzed six persistent problems in this area, and outlined nine priority tasks for 2025. These include: first, adhering to bottom-line thinking and solidifying accountability for production safety; second, closely monitoring risks and hazards to ensure that major accident hazards are promptly eliminated; third, devoting substantial effort to meticulously implementing fundamental safety measures such as safety training, detailed safety technical briefings, and daily morning safety meetings, thereby continuously enhancing the safety competence of all personnel; fourth, strengthening project-level safety planning and steadily advancing standardized, smart, and intelligent construction practices; fifth, maintaining rigorous oversight of high-risk and large-scale projects as well as lifting equipment management to resolutely prevent the occurrence of serious and above-level accidents; sixth, reinforcing the management of sporadic and small-scale operations to guard against minor construction activities escalating into major incidents; seventh, drawing on five best practices from foreign-invested project safety management and ten guidelines for standardized safety protection during construction to elevate the intrinsic safety level of projects; eighth, deepening targeted rectification efforts related to hot work, temporary electrical use, falls from heights, and subcontractor safety management to address and strengthen weak links in production safety management; and ninth, placing great emphasis on and providing dedicated attention to production safety management for overseas projects.
Chairman Zhang Xiangyang extended New Year greetings to all attendees. In his address, he fully commended the achievements made in 2024 in workplace safety and corporate credit management, and set forth five key requirements for these areas in 2025. First, we must concentrate our efforts on ensuring that safety responsibilities are effectively implemented: the Group’s “Workplace Safety Responsibility Checklist” clearly delineates the leadership responsibilities of principal leaders at all levels, the responsibilities of those in charge, the management responsibilities of departments, the primary responsibilities of project entities, and the specific duties of individual岗位 personnel. All units, departments, and projects must ensure that these responsibilities are assigned to specific posts, detailed down to specific tasks, and precisely matched to individual personnel, with focused and concerted efforts on implementation. Second, we must focus on enhancing intrinsic safety: workplace safety must be addressed at the source, with a steadfast emphasis on prevention, proactive risk control, and moving the safety management focus upstream to shift toward preventive measures before incidents occur, thereby ensuring that “human safeguards, technological safeguards, engineering safeguards, and managerial safeguards” are effectively put in place and deliver results. Third, we must concentrate on strengthening two critical mechanisms: further enhancing the proactiveness and comprehensiveness of risk management and hazard identification, so as to achieve advanced risk prevention, precise hazard detection, and zero outstanding hazards after rectification. Fourth, we must focus on addressing weaknesses: we need to bolster and elevate the practical capabilities of the safety management team and enhance the skills of all personnel involved in safety-related work. Fifth, we must focus on consolidating the foundations and strengthening the core: we must wholeheartedly cultivate a company-wide safety culture that puts “life first and safety paramount,” and further leverage the foundational role of the “Measures for Rewards and Penalties for Safe and Civilized Construction” in workplace safety management, while building on existing achievements to continuously advance the routine and institutionalized work of credit management.
During the meeting, General Manager Zhang Zhongda urged all subordinate units to thoroughly understand and promptly implement the spirit of this meeting, formulate work plans for workplace safety and credit management tailored to their respective units, clearly assign and decompose responsibilities for workplace safety and corporate credit management, rigorously carry out post-Spring Festival resumption-of-work safety inspections, meticulously and stringently execute all workplace safety measures, steadfastly uphold the bottom line of workplace safety, and thereby ensure a strong start to the Group’s workplace safety efforts in 2025.
