On the afternoon of March 5, the Group held a briefing session at its headquarters conference hall for the heads of the Zimbabwe and Mozambique branches to present their 2024 performance reports. Attending the session were Group leaders Zhang Zhongda, Chen Guoli, Huang Jing, Shao Jinman, Ling Jinxiang, and Guo Qiyun, as well as heads of relevant departments at headquarters. Chairman Zhang Xiangyang attended the briefing and delivered a concluding address.

At the briefing, Ling Jinxiang, Deputy General Manager of the Group and General Manager of the Zimbabwe Branch, and Yang Jianming, General Manager of the Mozambique Branch, each delivered a work report. They provided a comprehensive and in-depth overview of their respective branches’ activities in 2024, covering such areas as political and economic developments in the host countries, the security situation and the engineering contracting market, the status of ongoing bidding and tender projects, the performance of contracts and the management of costs and funds for projects under construction, the operation of investment projects, and human resource management. They also objectively analyzed the existing problems and challenges and put forward specific action plans for advancing the high-quality development of their branches in the next phase. The Group’s senior leaders who attended the briefing commented on the 2024 work reports of the two branch managers, offered targeted advice and recommendations for further improving the branches’ operations, and expressed the hope that overseas personnel would continue to overcome difficulties, expand business operations, effectively manage risks, and achieve even greater successes.
In his concluding remarks, Chairman Zhang Xiangyang fully commended the achievements of the Zimbabwe Branch and the Mozambique Branch in 2024 and expressed heartfelt gratitude for the tireless efforts of all overseas employees over the years. He pointed out that, given the ongoing and more pronounced-than-expected downturn in the domestic construction market, it is imperative to further leverage the company’s comparative advantages, implement a new round of the “Going Global” strategy, and vigorously expand into international markets—this is the fundamental and indispensable path for the enterprise to ensure its survival and pursue sustainable development. With regard to the next steps for the Zimbabwe Branch and the Mozambique Branch, he set forth four key requirements: First, accurately assess the situation, seize opportunities, and strengthen the sense of responsibility and mission to develop traditional African markets; this entails both elevating our political stance and reinforcing our confidence in establishing a solid foothold in the African market, as well as broadening our thinking and proactively exploring new market avenues. Second, advance refined management to enhance the quality and efficiency of project operations; this means not only strengthening on-site management in areas such as project quality, safety, schedule, environmental protection, and civilized construction to ensure contract compliance and enhance the company’s image, but also tightening cost control to maximize economic returns, optimizing construction organization designs and technical solutions, and implementing “pre-event planning, in-process control, and post-event review,” while simultaneously optimizing human resource allocation and containing labor costs. Third, reinforce risk management to resolutely guard against operational risks and risks to personal safety and property, thereby ensuring the stable development of the branches. Fourth, intensify talent development and team building, placing great emphasis on identifying and nurturing talent while strengthening employee training and performance evaluation. In closing, he called on all overseas personnel to remain true to their original aspirations, maintain unwavering confidence, and continue to uphold, in the new era, the Group’s corporate spirit of “hard work and pioneering” as well as the four core spirits of the “Advanced Collective of Overseas Construction Personnel.” He urged them to be enterprising, work diligently, continuously improve the quality of their operations in overseas markets, and make fresh contributions to the Group’s sustained, steady, and healthy development.
