Nantong Construction’s Northwest Debut: From “A Single On-Site Observation” to “Region-Wide Standards”

On June 26, 2025, the Midong District of Urumqi City solemnly held a field observation session on standardized construction sites and a site meeting for Safety Production Month. The event was convened at the construction site of the Group’s Olympic Sports Garden project. This marked the first time our company has organized such an event among the projects it has undertaken in the Northwest market, signaling that the standardization of safety production has entered a new phase. The observation session was led by Qin Donghui, a member of the Standing Committee of the CPC Midong District Committee of Urumqi, and was attended by more than 200 industry representatives, including Shi Chunlin, a member of the Party Working Committee of the Kazibay Subdistrict and Deputy Director of the Subdistrict Office in Midong District; Wang Feng, a member of the Party Leadership Group and Deputy Director of the Construction Bureau (and Transportation Bureau) of Midong District; Li Kai, Deputy Director of the Quality and Safety Supervision Station of Midong District; Yao Xiuyong, Head of the Safety and Environmental Protection Department of Xinjiang Energy Group; and Huang Jian, Project Management Director of Nantong Construction Engineering Group’s Olympic Sports Garden project.

The observation conference focused on the theme of “standardized construction and safe production,” aiming to drive high-quality development of the construction industry across the district through demonstration and leadership. During the event, Huang Jian, Director of Project Management, delivered a detailed report on construction experience on behalf of Nantong Construction Group Co., Ltd., with particular emphasis on the project’s practices in standardized management, technological innovation, and safety control. He underscored that, thanks to digital tools and meticulous management, the project achieved the goal of “zero accidents.” Subsequently, Standing Committee Member Qin Donghui delivered an enthusiastic address, fully recognizing the importance of Safety Production Month and noting: “This observation conference marks the first time that Midong District has integrated the concept of standardized construction into on-site practice. It is not only a platform for learning and exchange but also a ‘real-world drill’ for safe production, setting a new benchmark for the construction industry throughout the district.” Qin Donghui urged all relevant units to take this event as an opportunity to strengthen their sense of responsibility and commitment and to build a robust safety defense.
The observation session was both comprehensive and engaging: it began with a live fire emergency drill that simulated the entire process of responding to a fire, showcasing the project team’s rapid response capabilities. Following this, attendees toured the Quality Demonstration Zone and the Safety Experience Zone. The Quality Demonstration Zone used physical models to provide a clear, hands-on presentation of standard construction practices, including building structures and material selection, while the Safety Experience Zone leveraged VR technology to simulate high-altitude work, electric shock, and other hazardous scenarios, thereby enhancing participants’ safety awareness. Notably, the project’s “Construction Technology QR Code Display” system emerged as a standout feature—by simply scanning a code, users can access detailed construction information, safety regulations, and technical specifications, thus achieving greater transparency and traceability of project data. During the concluding remarks, Standing Committee Member Qin Donghui and other relevant leaders highly commended the event’s outcomes, praising Nantong Construction Engineering for effectively embedding standardized practices into its operations and noting that innovative applications such as QR codes “set a benchmark for the industry’s digital transformation.”
The Olympic Sports Garden project, serving as the centerpiece of this site visit, holds milestone significance. It marks Nantong Construction Engineering’s first general contracting project in Urumqi, making it vital for the Group to expand into the Northwest market and deepen regional cooperation. Located on the north side of Kashgar East Road and the east side of Convention and Exhibition Avenue North in Midong District, the project covers a total land area of 74,000 square meters and a gross floor area of 214,000 square meters. It comprises 19 buildings—13 residential units, 4 commercial and ancillary facilities, and 2 office towers—and includes a single-level underground parking garage (with some sections extending to two levels). As a modern residential community with office and commercial amenities as complementary components, the project is scheduled for completion in November 2026 and is currently in the critical phase of main structural construction. Qin Donghui emphasized: “Safety in production is of paramount importance—more weighty than Mount Tai—and allows for absolutely no slack,” urging the project team to advance the work to the highest standards.
This observation event will have a profound impact on the project’s subsequent construction. First, it has strengthened safety awareness across the entire workforce; through live drills and model demonstrations, construction personnel have enhanced their safety skills and emergency response capabilities. Second, the standardized practices promoted during the event will be directly applied to future phases of the project—for example, the QR-code system can optimize quality monitoring and reduce human error. Huang Jian, the project’s Construction Director, stated: “This inaugural event not only boosted team confidence but also laid a solid foundation of trust for our expansion into the Northwest market.” The plan is to institutionalize the outcomes of the observation into routine mechanisms, ensuring that construction proceeds safely and efficiently and supporting the 2026 completion target. Ultimately, the event concluded successfully, injecting strong momentum into Midong District’s Safety Production Month and highlighting the demonstrative effect and long-term value of this “first-ever observation.”
