Chairman Zhang Xiangyang Attends Symposium on Construction Enterprises in Nantong City

On August 27, the Nantong Municipal People’s Government convened a special symposium on construction enterprises to promote high-quality development of the construction industry. The symposium was attended by Xiong Jun, Vice Mayor of the Municipal People’s Government; Shi Jian, Director of the Municipal Housing and Urban–Rural Development Bureau; leading officials in charge from the Municipal Financial Office, the Intermediate People’s Court, the Commerce Bureau, and the Nantong Branch of the People’s Bank of China; as well as the heads of ten top-tier qualified construction enterprises in Nantong. Zhang Xiangyang, Chairman of the Group Company, also attended the symposium and delivered a speech.
In his address, Chairman Zhang Xiangyang provided an overview of the Group’s basic profile and its operational performance in both domestic and international markets over the past three years. Drawing on an analysis of the macroeconomic environment and the current state of development in the construction industry, he highlighted the complex and challenging circumstances confronting construction firms today, pointing out the triple pressures currently facing private-sector construction enterprises. Looking ahead, Nantong Construction Engineering Group will adhere to the overarching principle of seeking progress while maintaining stability. Based on its own development conditions and comparative advantages, the Group will adopt a strategic approach encapsulated in the eight-character guideline of “contract, cost reduction, capability building, and overseas expansion” to ensure survival and pursue sustainable growth; at the tactical level, it will implement the “two steadfast commitments and two comprehensive initiatives” to guarantee the effective execution of its strategy. In addition, Chairman Zhang Xiangyang put forward three key recommendations for advancing high-quality development in the construction industry: First, strengthen the cultivation and protection of the local market for key construction enterprises, suggesting that, while respecting market principles, measures such as refining market access mechanisms and optimizing the tendering and bidding environment be implemented to create a fair and stable market space for local firms. Second, improve the judicial protection system by having the municipal government take the lead in coordinating with judicial authorities to enhance guidance on industry-related legal disputes, crack down on malicious litigation, streamline rights-protection procedures, and safeguard the legitimate rights and interests of enterprises. Third, increase support for enterprises “going global” by consolidating policy resources, establishing international information platforms, coordinating financing products, and providing guidance on overseas compliance, thereby helping companies reduce risks and enhance their competitiveness in international markets.
Other participating construction firms also individually reported on their overall development, their “going global” initiatives, and related policy recommendations. Leading officials from the Municipal Financial Office, the Intermediate People’s Court, the Bureau of Commerce, and the Nantong Branch of the People’s Bank of China likewise provided detailed responses to the questions raised by the enterprises.
In response to the development aspirations of construction enterprises, Shi Jian, Director of the Municipal Housing and Urban–Rural Development Bureau, provided a detailed overview of the numerous support measures already implemented by the competent authorities in areas such as policy, finance, “going global” initiatives, and corporate collaboration, with the aim of bolstering confidence in the city’s construction industry.
After carefully listening to the reports and remarks delivered by all participants, Vice Mayor Xiong Jun expressed high appreciation for the remarkable achievements that Nantong’s construction industry has attained over the years. He emphasized that, as a pillar industry of the national economy, the entire sector must remain firmly confident in its development and proactively address the current difficulties and challenges. He pointed out that the central government attaches great importance to the development of the private sector, with a particular focus on key issues such as local protectionism, delayed payment of accounts payable, protection of rights and interests, and effective implementation of policies to alleviate enterprises’ financial distress—providing clear policy guidance for the development of the construction industry. At the municipal level, further measures will be refined and implemented: on the one hand, efforts will be coordinated across all relevant departments to actively resolve pressing practical issues, including judicial safeguards, financial support, clearance of outstanding payments, and employee benefits; on the other hand, the municipal government will continue to closely monitor the industry’s transformation and upgrading, and is currently conducting in-depth research to identify viable approaches and strategies. In terms of specific support measures, on the market front, given the substantial scale of infrastructure projects currently under construction within Nantong, enterprises will be encouraged to actively participate in municipal engineering projects and proactively seek opportunities in markets outside the city; on the financial front, in-depth surveys will be conducted to explore pragmatic measures for maintaining stable credit volumes and reducing financing interest rates, while also promoting successful models from other regions that have effectively supported the construction industry. With regard to enterprise development, Vice Mayor Xiong Jun urged all companies to expand their market presence through “going global” or to diversify into new business areas, shifting from mere scale expansion to leaner, more efficient operations and exploring investment opportunities in emerging sectors; the municipal government will provide comprehensive supporting services throughout this process.
