Recently, the Provincial Department of Housing and Urban–Rural Development convened a province-wide on-site observation event for “Quality Month” and a seminar on construction project quality management. Nearly 100 participants, including leading officials in charge of housing and urban–rural development from all prefecture-level cities, heads of relevant divisions, and directors of quality supervision stations, formed an observation delegation to conduct a field inspection of the CR22027 land parcel project at Zhongchuang (Shiyue Lanting). In response to the spirit of relevant provincial documents, the Nantong Civil Engineering and Architecture Society organized more than 50 representatives, including leaders of quality supervision stations and industry experts, to visit the project for academic exchanges and on-site observation.
The project comprises 14 residential buildings, an underground parking garage, and associated supporting facilities, with a total gross floor area of 111,400 square meters. The contract value, inclusive of taxes, is RMB 320 million, and the overall construction period is 850 days. The project is developed and constructed by Jiangsu Shenghe Real Estate Co., Ltd., a state-owned enterprise based in Nantong, with general contracting awarded to Nantong Construction Engineering Group Co., Ltd.
As a key demonstration project at both the provincial and municipal levels, this project systematically showcases the tangible results of the “Jiangsu Province Residential Construction Quality Improvement Initiative.” Focusing on four core areas—establishing a robust accountability system, implementing technical mechanisms, adhering to precision construction standards, and building a closed-loop service model—it clearly articulates a institutionalized approach to delivering “high-quality projects.” Several of its innovative practices have earned unanimous recognition from the visiting delegation:
I. Lean Design Empowers Quality: We have created dual-function indoor–outdoor clubhouses and themed elevated ground floors, aligning with WELL Health-Safety Rating standards and LEED Gold certification requirements while integrating smart-home concepts. By meticulously refining everyday living details and adhering to high-quality standards, we have developed 66 precision construction nodes and 88 user-centric design features. Leveraging a BIM system, we achieve professional pipeline layout for underground parking, above-ground structures, and interior spaces, thereby digitally empowering design optimization. Furthermore, we deepen detailing in curtain walls, windows and doors, and interior finishes to enhance coordination among disciplines and enable comprehensive, granular quality control across the entire project.
II. Scientific Management and Rigorous Process Control: Strictly implement the provincial and municipal guidelines on residential quality control and enhancement, and comprehensively advance lean construction through measures such as structural detail optimization, model-unit demonstration, material identification and acceptance, joint process inspections, and end-to-end BIM integration.
III. Customized Services to Meet Demand: We are actively promoting personalized customization services, with approximately 40% of sold units now benefiting from such bespoke solutions, and project development is progressing steadily.
IV. Enhanced Experience Through Smart Systems: The interiors are equipped with Huawei’s Whole-House Smart System, offering one-touch Away/Return modes, scene-based automation, six-parameter constant-environment control, voice control, and water-leak detection alerts. The residential community is outfitted with a smart management system that integrates license-plate recognition, facial recognition, building intercom, doorstation-based facial-recognition elevator calls, and Huawei indoor large-screen elevator summoning, all designed to streamline and enhance residents’ daily living.
V. Transparent Construction Ensures Trust: Implement the “Marking of Workmanship with Names” disclosure system; use a dedicated mini-program to upload information on material acceptance, process inspection, test reports, and other relevant documents, enabling homeowners to view the entire quality-control process online in real time; and maintain continuously open model units at the transparent factory, providing a comprehensive showcase of key materials, construction details, and user-friendly design features.
VI. Full-Cycle Transparency and Oversight: Throughout the entire lifecycle—during sales, construction, and prior to handover—the construction site is open to customers and property owners, ensuring that the entire home-building process is fully traceable and visibly observable.
VII. Extending Maintenance and Warranty Coverage: Clearly stipulating extended warranty periods for major building materials and household appliances, and publicly disclosing such information to effectively safeguard owners’ rights and interests.
At present, the project is nearing completion: all exterior facade work has been finished, the associated outdoor infrastructure has been commissioned, and most of the landscape landscaping and interior fit-out have also been completed. This joint observation event at both provincial and municipal levels not only represents a significant step in advancing the quality of residential construction across the province and strengthening project quality management, but also serves as a strong endorsement of Nantong Construction Engineering’s guiding principle—“delivering high-quality projects, cultivating a reputation for integrity, and showcasing the spirit of our ‘Iron Army’”—while providing tremendous motivation and encouragement to all personnel involved in the project.
