Chairman Zhang Xiangyang Attends the Provincial Construction Association’s Symposium on the “Construction-for-Housing” Scheme for Construction Enterprises

To gain a deeper understanding of the “construction-for-housing” arrangements among member organizations and to help construction firms address the practical challenges they face in their current development, the Jiangsu Provincial Construction Industry Association convened a research symposium on the “construction-for-housing” model at the Wuzhou Crown Hotel on October 27. The symposium was attended by leaders including Geng Yuhua, President of the Jiangsu Provincial Construction Industry Association, and Shen Weixing, President of the Nantong Municipal Construction Industry Association, as well as heads of several construction firms in Nantong. The event was chaired by Sun Zhongjian, Vice President and Secretary-General of the Jiangsu Provincial Construction Industry Association, and Zhang Xiangyang, Chairman of the Group Company, attended and delivered a keynote address.
Representatives from the participating enterprises each presented detailed reports on their companies’ experiences in receiving and selling “work-for-housing” units, as well as the challenges they face. They also exchanged views and discussed effective strategies for managing risks associated with “work-for-housing” projects and proposed measures to enhance the efficiency of unit sales.
In his address, Chairman Zhang Xiangyang provided an overview of the company’s “work-for-housing” business, objectively analyzing the practical challenges and difficulties encountered in its execution. He then proposed specific response measures and policy recommendations across four key dimensions: First, reduce existing inventory and accelerate the disposal of “work-for-housing” assets. This can be achieved by engaging qualified appraisal firms to establish precise valuations, while simultaneously expanding diversified sales channels to expedite asset monetization, thereby lowering inventory levels and alleviating pressure on capital tied up in these assets. Second, control new additions and fortify the front-line risk-prevention barrier. For newly awarded construction projects, any contract provisions that involve risks related to “work-for-housing” must be submitted to the company headquarters for review and approval prior to execution. Third, secure policy support to break bottlenecks in the disposal process. Currently, the disposal of “work-for-housing” assets faces real obstacles in areas such as streamlining filing procedures, applying tax policies, and improving the efficiency of property-rights registration; there is an urgent need for relevant authorities to introduce targeted supportive policies to ensure compliant disposal. Fourth, safeguard rights in accordance with the law and strengthen compliance guarantees. The company should fully leverage the expertise of its in-house legal department and partner law firms to establish a comprehensive legal-risk-control mechanism covering the entire “work-for-housing” process, ensuring that the enterprise’s legitimate rights and interests are protected in accordance with the law throughout contract execution, asset disposal, and dispute resolution.
In his concluding remarks, President Geng Yuhua stated that the Provincial Construction Association will take the lead in collaborating with relevant associations and enterprises to focus on the pain points and challenges in the disposal of “construction-for-housing” assets. The Association will conduct thorough research, jointly explore and refine effective approaches and practical measures for the proper handling of such assets, produce a high-quality special research report, and convey the real difficulties faced by construction firms in this area to the relevant government departments. In doing so, the Association will genuinely help its member firms resolve their problems and deliver tangible results, thereby promoting the sustained, stable, and healthy development of Jiangsu’s construction industry.
