Deeply Cultivating the Free Trade Port, Jointly Building New Opportunities

On the afternoon of December 19, a symposium for Jiangsu-based construction enterprises operating in Hainan was successfully held in Haikou. Wang Jinzuo, head of the Hainan branch, was invited to attend and engaged in in-depth exchanges with leaders from the Jiangsu Provincial Department of Housing and Urban–Rural Development’s Southern Office, representatives of the Jiangsu Provincial Construction Industry Association, and peers from other companies, jointly discussing the challenges facing the industry and exploring pathways for high-quality development.
On December 18, the Hainan Free Trade Port officially commenced island-wide closed-border operations. This major national strategic decision to build the free trade port has ushered in a new era of growth for construction firms—while also presenting significant challenges.
At the meeting, Wang Jinzuo stated that, as the “vanguard” and “ballast stone” of the free trade port’s development, the construction industry has never wavered in its confidence and is now more determined than ever. He expressed the hope that relevant government departments and industry associations would provide greater support to enterprises by strengthening communication between government and business, expanding financing channels, helping projects achieve excellence, and establishing platforms for learning and exchange. At the same time, he endorsed the proposal to establish a Jiangsu Construction Industry Consortium, arguing that by pooling resources among Jiangsu-based firms and forging collaborative momentum, the overall competitiveness of Jiangsu construction companies in Hainan can be effectively enhanced, thereby enabling them to better tap into the local market. Other delegates also actively voiced their views, objectively highlighting the developmental pressures and demands faced by construction firms operating in Hainan.
During the conference, Sun Zhongjian, Vice President and Secretary-General of the Jiangsu Provincial Construction Industry Association, presented proactive strategies to address the most pressing issues raised by enterprises. In particular, he offered specific recommendations on tackling delayed payment of project funds, revitalizing “construction-for-housing” arrangements, preventing destructive competition, and adapting to the new circumstances arising from Hainan’s border closure, thereby providing enterprises with a clear roadmap for overcoming their current challenges.
In his concluding remarks, Chen Jun, head of the Jiangsu Provincial Department of Housing and Urban–Rural Development’s Southern Office, outlined four expectations for Jiangsu enterprises operating in Hainan, thereby providing clear guidance for their development. Wang Jinzuo stated that the company will earnestly implement all relevant requirements, uphold Party building as the guiding principle, and continuously enhance the organizational combat effectiveness of the enterprise; precisely align with the regulatory changes and market demands arising from Hainan’s closed-border operations, proactively embrace transformation, and, guided by the eight-character business policy proposed by our chairman—“shrink, reduce costs, strengthen capabilities, and go global”—as well as by the key priorities of “upholding two principles and achieving comprehensive progress,” innovate business models and development pathways; adhere to a bottom-line mindset, effectively manage risks, strike a balanced approach between development and security, and ensure the enterprise’s stable and sustainable operations.
