The Group Company Conducts a Comprehensive Safety Production Inspection; Inspection Team Issues Strict Requirements in Response to Identified Problems From August to October this year, the Group’s safety inspection team conducted safety inspections of branch offices and project sites in Dongguan, Hainan, Beijing, Xinjiang, Xi’an, Shandong, and other regions. The inspection team adopted a multi-pronged approach, including listening to briefings from branch offices, holding symposiums, conducting on-site inspections, and providing centralized feedback to the branches. For each safety hazard identified, the team immediately issued a corrective action notice and provided on-site commentary. In addition, it issued partial work-stoppage notices for individual project sites with significant safety risks. Based on the inspection findings, all branch offices have demonstrated a high level of attention to safety production.

The inspection team has put forward strict requirements to address the identified problems.
From August to October this year, the Group’s Safety Inspection Team conducted safety inspections at branch offices and project sites in Dongguan, Hainan, Beijing, Xinjiang, Xi’an, Shandong, and other regions.
The inspection team conducted its review by listening to briefings from the branch companies, holding symposiums, carrying out on-site inspections, and providing centralized feedback to the branches. For any safety hazards identified, the team immediately issued corrective action notices and provided on-site evaluations. In addition, partial work stoppage orders were issued for individual project departments where significant safety risks were found. Based on the inspection findings, all branch companies place great emphasis on work safety, each demonstrating distinctive approaches and notable achievements in this area, and overall project safety conditions remain largely under control.
During the inspection, the review team also identified a number of projects that exemplify standardized and meticulous on-site management. Notably, the on-site management at the China Overseas International Community project in Ganzhou, operated by the Dongguan Branch, adheres to stringent standards and served as a model site for Ganzhou City’s “June Safety Month” observation program. In terms of meticulous management, the internal wall plastering benchmarks in this project are precisely calculated based on the net room dimensions; prior to bricklaying, the construction supervisor prepares detailed layout drawings, and any irregularities remaining after arranging the sloping top bricks are filled with small precast units. Regarding standardized protective measures, the project employs spigot-and-socket scaffolding for floor formwork support, a modular prefabricated canopy in the rebar workshop, rigid horizontal protection at each level of the elevator shaft, and rigid guardrails along the outer perimeter of the scaffolding. To further enhance on-site MEP safety management, the project has also assigned a dedicated MEP safety officer.
In response to the issues identified during the inspection, the inspection team put forward six requirements for the Group Company to strengthen safety production management: First, enhance upfront planning and foster a stronger awareness of striving for “civilized construction sites” and “quality projects.” Each branch company should institutionalize the practice of conducting comprehensive pre-construction briefings and project handovers prior to commencement, and should encourage projects to consistently pursue “civilized construction sites” and high-quality works. Second, adopt a high-standard self-positioning. While each branch company enjoys a solid foothold in its local market and has a good track record in on-site management, there are still significant differences in management philosophies and levels across individual project teams. Therefore, all branch companies and project teams should, while meeting the basic requirements of local construction management, set higher internal targets and strive to achieve a markedly superior on-site appearance compared with competitors in their respective regions, thereby further enhancing the company’s market competitiveness. Third, organize internal exchanges and learning sessions, consistently leveraging advanced exemplary practices to drive safety management within each branch company; at the same time, implement differentiated management—closely monitor and supervise a small number of underperforming projects, and adopt a stringent approach toward a very few subcontracting, material-supply, and labor-service projects that cannot be brought up to standard, ultimately phasing them out. Fourth, further strengthen the management of lifting equipment and personnel engaged in special operations, rigorously control the condition of lifting machinery, ensure that tower-crane signalers are 100% properly assigned and deployed, and that door locks on construction elevators are 100% installed and operational; moreover, pay particular attention to managing the jacking-up of large on-site machinery, ensuring that no fewer than six workers are present during tower-crane installation and jacking operations. Fifth, designate dedicated personnel to oversee the sealing of openings and pipe shafts, the installation of protective guardrails on floors and staircases, horizontal isolation in elevator shafts, access passages for construction elevators at each floor, and the setup of mobile material platforms; these tasks must not be bundled together with scaffolding work. Sixth, actively promote standardized construction practices on site to enhance the Group Company’s external image. Currently, the Group’s collection of standardized construction drawings has been progressively released on the Learning Platform; all branch companies are urged to guide and supervise their project teams in thoroughly studying these materials and gradually implementing the standard procedures outlined therein on project sites, so as to further elevate the level of standardized project management and improve intrinsic safety.
