The Group Company convened the 2014 Annual Work Conference on Work Safety and put forward the following:

Strengthen preliminary planning for the project team and advance standardized process management.

　　On February 11, 2014, the Group held its 2014 Work Conference on Work Safety in the Headquarters Auditorium. More than 60 leaders, including the Group’s three chief engineers and above, general managers of all subsidiaries, managers in charge of work safety, chief engineers, and heads of engineering departments, attended the meeting. The meeting was chaired by Executive Deputy General Manager Li Weidong. Deputy General Manager Yin Yougen delivered the 2014 Work Safety Report for the Group, while Deputy General Manager and Chief Engineer Liu Xu explained the 2014 Work Safety Responsibility Assurance Agreement. Zhang Xiangyang, Chairman and General Manager of the Group, delivered an important address. The conference banner on both sides of the venue, reading “Strengthen Preliminary Planning at Project Sites and Promote Standardized Process Management,” underscored the key priorities for the Group’s work safety management in 2014.

　　In his work report, Deputy General Manager Yin Yougen reviewed the Group’s work on work safety management for 2013 from five perspectives, analyzed six key issues currently facing the Group’s work safety management, briefed and examined typical internal and external production safety accidents in 2013, and outlined six priority tasks for the Group’s work safety management in 2014: first, continue to establish and improve an effective system of accountability for work safety; second, attach great importance to and strengthen preliminary safety planning for projects; third, intensify efforts to promote standardized construction at worksites; fourth, further strengthen management of high-risk sub-projects and large-scale lifting equipment; fifth, consistently leverage innovation in management mechanisms to address the most challenging issues in work safety; and sixth, promptly refine and promulgate the “Measures for Rewards and Penalties for Safe and Civilized Construction” and the “Administrative Measures for Cross-Regional Operations of Branch Companies.”

　　Liu Xu, Deputy General Manager and Chief Engineer, pointed out that, in order to further strengthen work safety management and in light of the 2013 work safety performance assessment results, the 2014 Work Safety Responsibility Commitment has been substantially revised compared with the 2013 version, making it more guiding and targeted for the work safety efforts of all subordinate units and enhancing its operational feasibility.

　　The 2014 Annual Work Safety Responsibility Assurance Letter sets forth specific requirements for all subordinate units in four key areas: accident control targets, safety management control targets, safety management assurance measures, and safety responsibility assessment. The letter mandates that all subordinate units carry out work safety management activities in an effective and thorough manner, compile targeted, concrete, and verifiable management documentation, and promptly submit the relevant materials to the Group Company. Specifically: 1) Monthly work safety meetings must be documented with meeting minutes and summaries to enhance their effectiveness; 2) Prior to project commencement, comprehensive project safety planning must be conducted in accordance with the standardization manual, resulting in the preparation of a “Project Safety Management Plan”; 3) Strengthen management of major hazard sources by establishing and maintaining complete records in the “Register of High-Risk Sub-projects” and the “Register of Construction Lifting Equipment”; 4) Conduct regular work safety inspections and maintain detailed inspection records and inspection reports; 5) Attach great importance to the analysis, prevention, and educational warnings related to production safety accidents, and establish and maintain comprehensive records of work safety incidents.

　　In his address, Chairman Zhang Xiangyang pointed out that, thanks to the concerted efforts of all employees, the Group has maintained an overall stable and controllable safety production situation; however, the outlook remains far from optimistic. He emphasized that leaders at all units must always prioritize safety production, keep the alarm for safety production ringing continuously, and steadfastly uphold safety production as the lifeline of the organization. The principal person responsible for safety production in each unit must personally take charge, establish and improve the unit’s safety production responsibility system, strengthen supervision and inspection of safety production responsibilities, and implement rigorous performance assessments and reward-and-punishment measures. Furthermore, by reinforcing pre-project planning and promoting standardized construction, we should further consolidate the foundational management of safety production and place particular emphasis on managing major hazard sources. It is imperative to strictly enforce the leadership on-duty system, conduct safety production inspections at all levels, and ensure thorough preliminary planning for such inspections. In addition, each unit must earnestly identify shortcomings in its safety production efforts—whether in terms of mindset, resources, or management—and formulate a 2014 safety production management plan for its own unit, submitting it promptly to the Group’s Safety Production Department.

　　During the meeting, the general managers of all subsidiary units signed the “2014 Annual Work Safety Responsibility Assurance Agreement” with the Group Company.

　　In his concluding remarks at the meeting, Executive Deputy General Manager Li Weidong urged all subordinate units to carefully plan and organize year-round work on workplace safety, convene effective workplace-safety meetings, and fully implement the spirit of the Group’s relevant meetings. He also emphasized that leaders at all levels must strictly adhere to the leadership-on-duty system and maintain thorough records of on-duty inspections. Furthermore, he called for the organized conduct of post-Spring Festival resumption-of-work inspections to ensure a strong start to the year’s workplace-safety efforts and to make further contributions to maintaining the company’s sustained and stable workplace-safety performance throughout the year.
