On August 15, 2011, Mr. Zhang Xiangyang, Chairman of the Group Company, attended the National Conference for Commending Advanced Practices and Sharing Experiences in Building Harmonious Labor Relations, where he was received by General Secretary Xi Jinping and other Party and state leaders and posed for a group photo with them. Recently, after several twists and turns, the Group Company finally received a precious photograph from the relevant provincial authorities, allowing us to relive that happy and unforgettable moment from three years ago.
In early August 2011, following joint recommendation, selection, and public announcement by the provincial and municipal labor security and trade union authorities, the Group was honored as a “National Model Enterprise for Harmonious Labor Relations.” On August 12, the Jiangsu Provincial Department of Human Resources and Social Security issued an urgent notice to the company’s legal representative and Chairman Zhang Xiangyang, inviting him to attend the National Conference on Commendation of Advanced Practices and Exchange of Experience in Building Harmonious Labor Relations, which was being held at the Jingxi Hotel in Beijing. This conference was jointly convened by the All-China Federation of Trade Unions, the Ministry of Human Resources and Social Security, the All-China Federation of Industry and Commerce, the China Enterprise Confederation, and the Publicity Department of the CPC Central Committee, with the specific purpose of studying and advancing the establishment of harmonious labor relations.
Delegates to the conference will check in at the Jingxi Hotel on August 14. The Jingxi Hotel serves as a venue for high-profile, large-scale, and important meetings convened by the Central Military Commission and the State Council. Over the years, it has hosted preparatory meetings for the National People’s Congress and the Chinese People’s Political Consultative Conference, as well as plenary sessions of the CPC Central Committee, with stringent security and extremely rigorous safety measures. Its level of management is on par with that of Zhongnanhai and the Great Hall of the People. Historically significant meetings such as the Third Plenary Session of the 11th CPC Central Committee, the Fourth Plenary Session of the 13th CPC Central Committee, and the Third Plenary Session of the 18th CPC Central Committee have all been held here, which in itself underscores the great importance attached by the CPC Central Committee and the State Council to fostering harmonious labor relations.
On August 15, the National Conference on Commendation for Advancing Harmonious Labor Relations and Exchange of Best Practices was officially convened. Xi Jinping, then a member of the Standing Committee of the Political Bureau of the CPC Central Committee, Secretary of the Secretariat of the CPC Central Committee, and Vice President of the People’s Republic of China, attended the conference and delivered an important speech. He pointed out that building harmonious labor relations is a crucial foundation for constructing a socialist harmonious society; it is an imperative for strengthening the Party’s governing foundation and consolidating its ruling status; and it is an essential component of upholding the path of socialism with Chinese characteristics, implementing the theoretical system of socialism with Chinese characteristics, and improving the system of socialism with Chinese characteristics. The economic, political, and social significance of this endeavor is profound and far-reaching. Party committees and governments at all levels must further enhance their awareness and strengthen their sense of responsibility, treating the building of harmonious labor relations as an important and urgent political task and ensuring its effective implementation. Zhang Dejiang, then a member of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, in his concluding remarks urged thorough implementation of Xi Jinping’s important speech and the spirit of the conference, attaching great importance to the work of building harmonious labor relations, and striving to create a new situation in which workers benefit, enterprises gain, the economy develops, and society remains stable—thus fostering harmonious labor relations across the board.
On the afternoon of August 15, in accordance with the meeting agenda, leading comrades from the Central Committee met with representatives of nationally recognized model enterprises and industrial parks for harmonious labor relations that had been commended, and posed for a group photograph. At around 2:00 p.m., the conference staff arranged for the delegates to take their places on the pre-positioned photo platform. At 2:30 p.m., when Xi Jinping, Zhang Dejiang, Liu Yunshan, Wang Zhaoguo, Zhao Hongzhu, Sun Chunlan, Huang Mengfu, Wang Zhongyu, and other leaders emerged through the grand entrance of another hall, walking steadily down the red carpet toward us, the entire audience erupted in thunderous applause. General Secretary Xi Jinping and other Party and state leaders warmly shook hands one by one with the advanced representatives seated in the front rows, extending their heartfelt congratulations to the honored units. In total, about 500 delegates were present; according to the conference arrangements, Chairman Zhang Xiangyang’s designated position for the audience and the photo session was very close to that of General Secretary Xi Jinping and other national leaders. As General Secretary Xi approached him, Chairman Zhang Xiangyang quickly reached out from the third row and firmly grasped the General Secretary’s hand. The General Secretary appeared full of energy, with broad, warm, and firm palms—a moment that Chairman Zhang Xiangyang still recalls vividly to this day.
From the moment the General Secretary and other Party and state leaders greeted the delegates to the photo session with them, the applause never ceased, and the delegates were utterly immersed in a sea of happiness. This unforgettable moment will be treasured in their memories forever.
