  Comrades:

  Today, we are convening here the company-wide Mobilization Meeting for the 2014 “Safety Production Month” and the 2013 Safety Production Commendation Conference. This is another important meeting since the Safety Production Work Conference held at the beginning of the year. Just now, Deputy General Manager Yin Yougen delivered a mobilization address on the Group’s initiative to carry out the 2014 “Safety Production Month” activities, and Secretary Li, on behalf of the Group, read out the decisions recognizing outstanding units and individuals in safety production for 2013, as well as the awards granted to project departments. The Beijing Branch and the Third Division’s Suqian Jinqiao Building Project, as representatives of the recognized advanced units and project departments, shared their experiences. In addition, Manager Wang Jianming of the Safety Production Department presented an analysis of the safety production situation in the first half of the year. The meeting was very well conducted. Now, I would like to reiterate three key requirements regarding the 2014 “Safety Production Month” activities and the current safety production work.

  I. Earnestly implement the spirit of a series of important speeches by General Secretary Xi Jinping and Premier Li Keqiang, and strengthen awareness of the red line for work safety.

  Just now, we collectively studied a series of recent instructions and directives from General Secretary Xi Jinping and Premier Li Keqiang on work safety. These represent a comprehensive and systematic exposition by the new central leadership on strengthening work safety, characterized by profound implications. The General Secretary’s address underscored that “development must never come at the cost of human life” and that “we must not pursue gross output value at the expense of bloodshed.” It called for the establishment and improvement of a work-safety responsibility assurance system based on the principles of “joint responsibility of the Party and government, dual responsibility for each post, and concerted management by all,” as well as the requirement that “the principal leaders of the Party and government must personally take charge and personally oversee implementation.” It also introduced a new “four noes and two direct” approach to safety inspections. The Premier’s address emphasized that work safety is an inviolable “red line.” Leaders at all levels and all comrades must keep firmly in mind the spirit of the General Secretary’s and Premier’s addresses, always putting the lives of the people first, steadfastly upholding the principle of people-oriented, safe development, and strengthening our sense of mission, responsibility, and urgency in doing a good job in safety work—especially by focusing on raising our ideological awareness and enhancing the practical effectiveness of our work. Following the conclusion of this meeting, all units are required to organize extensive study among cadres and employees of the central leadership’s series of speeches on work safety, ensuring that both ideological understanding and concrete measures are fully aligned with the spirit of the latest statements by the central leadership.

  At present, the Group’s work safety situation remains generally stable; however, as the Group continues to expand in scale and increase the number of project sites, and given the still pronounced disparities among units and between projects, the overall pressure on work safety management across the Group remains substantial. We must therefore further strengthen the development of our work safety systems, refine the “Measures for Rewards and Penalties for Safe and Civilized Construction,” and intensify the application of reward and penalty mechanisms for work safety. Today, we have conferred special awards on two projects that hosted on-site observation meetings locally last year—this serves as both encouragement and a clear guiding signal. Moving forward, the Group plans to hold one on-site meeting each year at a grassroots unit, covering such areas as quality, safety, talent development, technological advancement, and information technology. We urge all units to actively submit applications and strive to host these events, with particularly favorable rewards to be granted during year-end performance evaluations and recognition programs for outstanding units and individuals that deliver exemplary results.

  II. Diligently plan and implement the “Safety Production Month” campaign, with a strong focus on the “Three Ones” safety training program.

  This year’s “Work Safety Month” is themed “Strengthen Awareness of Red Lines and Promote Safe Development,” with the primary focus on conducting concentrated publicity and education on work safety. To ensure that this year’s “Work Safety Month” activities are more effective, the Group has proposed organizing a series of “Three Ones” training initiatives during the month. All units are expected to carefully develop detailed implementation plans and make full use of the materials provided by the Group, including the “Life Is Priceless” DVD, case study manuals on typical accidents, and instructional presentations on preventing collapses of construction lifting equipment. These resources are to be leveraged to deliver tiered training for three key groups: management personnel, construction technical managers, specially trained workers, and frontline migrant workers. It is imperative to rigorously implement the “Three Ones” training program. The Group and its branch companies should intensify inspections of project-level implementation of the “Three Ones” initiative and step up promotional efforts to foster a culture of safety training, thereby ensuring that the “Three Ones” activities yield tangible results.

  III. Coordinate and arrange all aspects of work related to workplace safety, and comprehensively achieve the annual workplace safety objectives.

  At the Group’s annual work conference on work safety held at the beginning of the year, a comprehensive plan was laid out for the year’s work safety efforts. All units, in carrying out their work safety activities, must integrate the “Work Safety Month” campaign with the annual work safety program, ensuring coordinated planning and implementation of all related tasks. In doing so, they should benchmark against the “2014 Work Safety Responsibility Assurance Agreement” and the six key points I outlined at the年初工作会议, thoroughly identifying any shortcomings within their own organizations in areas such as leadership and ideological awareness, on-site supervision by senior management, preliminary planning, resource allocation, standardized construction practices, management systems, management mechanisms, control of major hazard sources, and targeted remediation of high-altitude fall hazards as well as scaffold and lifting equipment collapse accidents. By organizing focused training initiatives to reinforce “red-line” awareness and the “Three Ones” safety education program, and by consistently using monthly activities to drive annual progress, all units must fully achieve the year’s work safety objectives and ensure the company’s safe and sustainable development.
