Accelerating Transformation and Upgrading to Achieve Scientific Development: The Provincial Government Holds a Conference on the Reform and Development of the Construction Industry and the Announcement of the 2013 “Top 100 Enterprises” On June 10, the Provincial Government convened a conference on the reform and development of the construction industry and the announcement of the 2013 “Top 100 Enterprises.” The meeting implemented the latest directives from the Central Committee and the Provincial Party Committee and Provincial Government regarding work in the construction industry, deliberated and deployed tasks for the reform and development of Jiangsu’s construction sector, and conferred titles and awards on the province’s “Top 100 Enterprises” in the construction industry for 2013. Vice Governor Xu Ming attended the meeting and delivered a speech. Also in attendance were Xie Runsheng, Deputy Secretary-General of the Provincial Government, and Zhou Lan, Director of the Provincial Department of Housing Security and Urban–Rural Development, along with Deputy Director Xu Xuejun.

On June 10, the Provincial Government convened a conference on the reform and development of the construction industry and the announcement of the 2013 “Top 100 Enterprises” in the sector. The meeting implemented the latest directives from the Central Committee and the Provincial Party Committee and Provincial Government on construction-sector work, deliberated and outlined tasks for the reform and development of Jiangsu’s construction industry, and conferred titles and awards on the province’s “Top 100 Enterprises” for 2013. Vice Governor Xu Ming attended the meeting and delivered a speech. Also in attendance were Xie Runsheng, Deputy Secretary-General of the Provincial Government; Zhou Lan, Director of the Provincial Department of Housing Security and Urban–Rural Development; Xu Xuejun, Deputy Director; Ji Xun, Deputy Inspector; as well as other relevant leaders from the Provincial Construction Administration Bureau, the Provincial Bureau of Statistics, and other related agencies. Ji Xun chaired the meeting. Zhang Xiangyang, Chairman of the Group Company, attended the meeting as a representative of the honored “Top 100 Enterprises” and took to the stage to receive the award plaque.
In 2000, Jiangsu Province, based on the realities of its construction industry, formulated a “three-step” strategy to transform itself from a major construction province into a strong construction province. The 10th Five-Year Plan period marked the first stage, focusing on expanding the scale of the industry, consolidating and strengthening Jiangsu’s position as a major construction province, and laying the foundation for becoming a strong construction province. The 11th Five-Year Plan period constituted the second stage, with the emphasis on shifting the development paradigm: building on the expansion achieved in the first stage, the province sought to further enhance its competitiveness and essentially establish the institutional framework of a strong construction province. The 12th Five-Year Plan period represented the third stage, concentrating on adjusting and optimizing the industrial structure, accelerating the transformation and upgrading of the construction sector, improving development efficiency, and taking the lead nationwide in becoming a strong construction province. Over the past decade and more, the total output value of Jiangsu’s construction industry has grown at an annual rate of about 20%. According to the recently released Report on the Development of Jiangsu’s Construction Industry, in 2013 the province’s total construction output value exceeded RMB 2.3 trillion, the sector’s value added reached RMB 350 billion—nearly 6% of the province’s GDP—and total profits and taxes amounted to RMB 180.2 billion.
In his address, Xu Ming, on behalf of the provincial government, extended warm congratulations to the construction enterprises honored with the designation and expressed sincere condolences to all colleagues in the province’s construction industry. He urged all levels of the provincial construction sector, as we enter the decisive phase of implementing the strategy to build Jiangsu into a strong province in the construction field, to stay focused on the central task of accelerating the transformation of the economic development model. Building on the overarching guiding principle of “optimizing the structure, expanding into new areas, and strengthening capabilities,” they should expedite transformation and upgrading to create new competitive advantages for the development of Jiangsu’s construction industry; reinforce awareness of the “red-line” standards to ensure the quality and safety of construction projects; reform regulatory approaches to foster a sound construction market environment; and, on this new starting point, propel the construction industry to achieve further breakthroughs.
The conference presented plaques to 100 enterprises across six categories—overall strength in the provincial construction industry, architectural decoration and renovation, steel structure construction, building installation, infrastructure, and foreign economic cooperation in the construction sector—as well as to enterprises that have received the “Yangzi Cup” Quality Award. Xu Xuejun conveyed the spirit of the National Conference on Reform and Development of the Construction Industry and on Engineering Quality and Safety, analyzed the development of the province’s construction industry in recent years and the current challenges it faces, and outlined the new tasks for the next phase of reform and development of the provincial construction industry.
Leaders in charge from the prefecture-level cities of each province, leaders in charge from the construction bureaus (committees) of these cities, heads of the construction bureaus (departments) of counties (cities, districts) renowned for their strong construction industries and “hometowns of construction,” as well as officials in charge of the construction industry development divisions of these cities and relevant provincial departmental leaders attended the meeting.
