Zhang Xiangyang Delivers an Important Speech; Li Weidong Chairs the Meeting

  On March 1, the Group held the 2015 Work Conference on Work Safety in the Headquarters Auditorium. More than 100 people attended the meeting, including senior executives of the Group, heads of various departments, members of the leading teams of all subsidiaries, all staff of the Engineering Department, project managers stationed in Tongzhou, and representatives of safety officers. The meeting was chaired by Executive Deputy General Manager Li Weidong; Deputy General Manager Yin Yougen delivered the 2014 Work Report on Work Safety; Wang Jianming, Manager of the Group’s Work Safety Department, provided an interpretation of the 2015 Work Safety Responsibility Assurance Agreement; and Zhang Xiangyang, Chairman and General Manager of the Group, delivered an important address.

  In his work report, Deputy General Manager Yin Yougen provided a comprehensive summary and review of the Group’s 2014 occupational safety management efforts, covering four key areas: the overall status of safety work, the implementation of priority initiatives, performance evaluation results, and accident statistics. In 2014, the Group’s top leadership attached great importance to occupational safety, conducting numerous on-site inspections and providing strong guidance to drive safety improvements throughout the year. The Group headquarters carried out a total of 24 inspections of branch companies and 131 construction projects, issued 717 corrective notices for identified safety hazards, commended 10 projects through official notifications, criticized 3 projects, and ordered the temporary suspension of work at 2 projects. Throughout the year, the Group vigorously promoted the initiative to establish model, standardized construction sites, resulting in the designation of 38 municipal-level and 20 provincial-level model sites. At the same time, the Group conscientiously implemented the Ministry of Housing and Urban–Rural Development’s two-year quality improvement campaign, further standardizing market practices in the construction sector. At the end of 2014, the Group conducted performance assessments of its major subsidiaries in accordance with the Detailed Rules for Evaluating Compliance with the Occupational Safety Target Responsibility Agreements, and presented the basic assessment findings along with recommendations for next steps. In May 2015, the Group will recognize and commend outstanding units, teams, and individuals that excelled in 2014, while imposing penalties on those units and individuals responsible for accidents.

 

  Yin Yougen set forth the overarching requirements for the Group’s work on work safety in 2015: rigorously implement the newly revised Work Safety Law, the Ministry of Housing and Urban–Rural Development’s directives on work safety and the rectification of market conduct, as well as the latest provisions of the Regulations on the Administration of Qualifications for Construction Enterprises; aim to resolutely prevent major and above-level accidents while making every possible effort to reduce and contain minor accidents; place particular emphasis on prevention and addressing root causes; vigorously carry out hazard identification and targeted remediation; ensure compliance with market conduct standards; and maintain a stable and secure work-safety environment across the entire company.

  To this end, it is imperative to ensure sound work safety in 2015 across six key areas:

  First, rigorously implement and study the new Work Safety Law as well as the Ministry of Housing and Urban–Rural Development’s two-year campaign for quality governance and its latest requirements for work safety management. Strengthening management practices and intensifying work safety oversight have become essential imperatives for the survival and sustainable development of enterprises. Second, further standardize market management in overseas regions. Third, improve methods and approaches to safety work, with a strong focus on prevention and addressing root causes. Fourth, establish and refine mechanisms for identifying and eliminating safety hazards. Fifth, continue to strengthen management of high-risk sub-projects and specialized works. Sixth, enhance safety training and build the capacity of the full-time safety personnel team.

  During his interpretation of the Responsibility Assurance Letter, Wang Jianming, Manager of the Safety Production Department, emphasized that all safety production management activities must generate verifiable documentation. Key documents that must be promptly submitted to the Group Company include the ledger for high-risk sub-projects and work packages, the ledger for construction lifting equipment, safety production inspection reports, and monthly safety production reports. At the meeting, the general managers of each subsidiary signed and submitted the “2015 Safety Production Responsibility Assurance Letter” to the Group Company on the spot.

  In his address, Chairman Zhang Xiangyang pointed out that in 2014 the Group achieved a construction output value of RMB 15 billion, with all major economic and technical indicators reaching new record highs and overall workplace safety remaining stable. However, in light of the Ministry of Housing and Urban–Rural Development’s two-year quality-improvement campaign, the ongoing rectification of market conduct, and the latest requirements for workplace safety, our company continues to face substantial pressure in this area. Workplace safety has become the lifeblood of the enterprise’s survival and development; therefore, personnel at all levels and in all positions must earnestly study General Secretary Xi Jinping’s important speeches and the latest guiding principles, truly cultivating both knowledge and reverence for safety. We must clearly recognize the situation, further strengthen our understanding of the paramount importance of effective workplace-safety management, steadfastly uphold the principle that human life and safety are an inviolable red line and that safety laws represent an absolute bottom line, and maintain constant vigilance over workplace safety. We must adhere to law-based and stringent safety governance, and with an even stronger sense of responsibility, ensure the successful implementation of workplace-safety management throughout the year.

  In his concluding remarks at the meeting, Executive Deputy General Manager Li Weidong urged all subordinate units to thoroughly implement the spirit of the Group’s meeting and to carefully plan the year-round work on workplace safety. He also emphasized that leaders at all levels must strictly adhere to the leadership on-duty system, meticulously maintain on-duty inspection records, and make further contributions to sustaining the company’s overall stable and secure production environment.
