On May 16, the Third Session of the Second Congress of Employee Representatives and the Members’ Congress of the Group Company was solemnly convened in the Headquarters Auditorium, with 108 employee representatives from across the company in attendance. Zhang Xiangyang, Li Weidong, Zhang Zhongda, Huang Jing, Shan Rong, Chen Jianqing, Xing Guangzhong, Chen Guoli, Shao Jinman, Zhong Yiming, Cao Daren, and Ge Xuxin—each serving as Executive Chairpersons of the Presidium—took their seats on the rostrum.
The conference was solemnly opened to the sound of the National Anthem, with Chen Jianqing, Executive Chair of the Presidium and Deputy General Manager of the Group Company, presiding over the proceedings.

Amid warm applause, Zhang Xiangyang, General Manager of the Group Company, delivered an administrative work report on behalf of the General Manager’s Office, entitled “Liberate Our Minds, Deepen Reform, Promote Transformation and Upgrading, and Pursue Scientific Development” (the full text is printed on this page). The report provided a comprehensive summary and review of the Group’s performance in 2014, noting that, despite a severe and complex external environment, the entire organization remained steadfast in its confidence, seized opportunities, worked vigorously, and carried out its tasks with solid dedication, thereby successfully meeting all major economic and technical targets and completing all assigned work assignments, and achieving sustained, stable, and healthy corporate development. Specifically: (1) operating performance reached a new record; (2) new market expansions were achieved both domestically and internationally; (3) the level of corporate management was elevated to a new height; (4) new achievements were made in talent management; (5) new breakthroughs were attained in science and technology and informationization; and (6) new successes were realized in corporate culture and brand building.
The report sets forth the Group’s overall work plan for 2015 and outlines nine priority areas that must be vigorously advanced throughout the year: (1) Uphold reform and innovation to accelerate transformation and upgrading; (2) Adhere to the “going global” strategy and intensify efforts to develop overseas markets; (3) Thoroughly plan and implement the Ministry of Housing and Urban–Rural Development’s Two-Year Action Plan for Improving Engineering Quality, and standardize general contracting management practices; (4) Strengthen safety production management to ensure the safe and stable development of the enterprise; (5) Actively respond to the transition from business tax to value-added tax and enhance financial management; (6) Reinforce team building to cultivate a high-caliber management team; (7) Vigorously promote scientific and technological innovation and information technology development to build core competitive capabilities; (8) Sharpen internal management skills and rigorously practice thrift and frugality; and (9) Strengthen the development of a harmonious corporate culture to pool positive energy for sustainable growth.
Li Weidong, Chairman of the Trade Union of the Group Company, delivered a work report titled “Adapting to the New Situation, Defining Our New Position, and Uniting and Leading the Broad Mass of Employees in Striving to Achieve Enterprise Transformation, Upgrading, and Scientific Development.” The report noted that since the Second Congress of the Trade Union, the union has closely focused on the overarching goal of enterprise transformation, upgrading, and scientific development, steadfastly taking the promotion of harmonious labor relations as its central task and using the resolution of the most pressing, direct, and practical interests of employees as its key leverage. In doing so, the union has effectively fulfilled its functions, yielding notable results in all areas of its work. The report outlined the trade union’s tasks for 2015: (1) thoroughly study and implement relevant policies to consolidate strong momentum for reform and development; (2) focus on enhancing the quality and capabilities of employees to lead them in making contributions and achieving success; (3) standardize democratic management and promote the establishment of harmonious labor relations; (4) provide sincere assistance to those in need and build a “Home for Employees” and a “Happy Family Home”; and (5) strengthen internal capacity-building to ensure the trade union remains vibrant and dynamic.
The conference also reviewed the “Report on the Work of the Trade Union Audit Committee,” the “Draft Special Agreement on Collective Wage Negotiation,” the “Revised Draft of the Compensation Management System,” the “Revised Draft of the Rewards and Punishments Measures for Safe Production and Civilized Construction,” the “Revised Draft of the Rewards and Punishments Measures for Technical Quality Management,” and the “Explanation on the Collection of Proposals Submitted to the Third Session of the Second Term of the Employees’ Congress.”
During the meeting, delegates convened in breakout sessions to discuss various reports and documents. In these discussions, participants presented and exchanged information on their 2014 work, analyzed specific measures for achieving the 2015 goals and tasks as well as existing problems, and put forward opinions and suggestions for further reform and development by the Group.
The conference reviewed and adopted by vote the Resolution on the Special Collective Agreement on Wage Negotiation, the Resolutions on the Two Reports of the Workers’ Congress, and the Resolution of the Trade Union Congress. It fully commended the achievements attained by the Group Company, noting that the Administrative Work Report was comprehensive and objective, with clear priorities and well-defined goals, thereby inspiring and motivating all employees. The meeting called on all staff to take proactive action, remain steadfast in their confidence, maintain high morale, forge ahead with pioneering spirit, and work diligently to ensure the successful completion of all targets and tasks set forth in the Enterprise’s 12th Five-Year Plan, thus contributing to the Group Company’s sustained, healthy, and stable development on a higher platform.
The meeting also honored the Group’s outstanding units, excellent managers, outstanding project managers, outstanding college and secondary school graduates, and advanced individuals for the year 2014.
Before the closing of the meeting, Chairman Zhang Xiangyang delivered an important address. He began by extending his congratulations on the successful convening of the Third Session of the Second Congress of Employee Representatives and the Members’ Congress, as well as on the recognition bestowed upon the outstanding units and individuals. He noted that the employee representatives have closely aligned their personal interests with those of the enterprise, diligently fulfilled their duties as delegates, and put forward numerous valuable suggestions and recommendations, which deeply moved him. With regard to the current situation and tasks, as well as the work to be carried out in the period ahead, he put forward three key points: First, we must emancipate our minds and deepen reform, continuously innovating our management and operational mechanisms and profit models, while intensifying efforts to develop talent and relying on talent for growth. Second, we must accelerate transformation and upgrading and promote structural adjustment, staying firmly committed to our core business, leveraging our strengths in qualifications, overseas operations, talent, financing, and general contracting capabilities, striving to maintain steady growth and enhance profitability, thereby creating time and space for structural adjustment. Third, we must remain down-to-earth and ensure rigorous implementation. Leading cadres at all levels should take the lead by example, courageously assuming responsibility for business development, safe production, and technical quality, as well as for transformation, upgrading, and structural adjustment. We must earnestly change our work style, promptly identifying and resolving any problems and conflicts that arise; specific tasks must be handled promptly and without delay, ensuring that each day’s work is completed and settled on the same day. At the same time, we must strengthen performance evaluation and reward-and-punishment mechanisms to accelerate the pace of work and improve efficiency.
The congress concluded successfully to the rousing strains of “We Workers Have Great Strength.” It comprehensively accomplished all its agenda items, emerging as a gathering that reinforced confidence, fostered unity and pragmatism, pursued common development, and upheld integrity and a clean atmosphere.
