Group Company Holds Symposium on Overseas Operations

On March 11, the Group held a symposium on overseas operations in the headquarters conference hall, thoroughly analyzing the current state of overseas business management and deliberating strategies and measures to accelerate the “going global” initiative during the current period and the 13th Five-Year Plan period. More than 20 participants attended the meeting, including members of the Group’s Board of Directors, heads of overseas offices, and relevant personnel from the headquarters and overseas subsidiaries. The meeting was chaired by Chen Guoli, Deputy General Manager of the Group and General Manager of the Overseas Subsidiary, and Zhang Xiangyang, Chairman of the Group, attended and delivered an important address. The symposium began with a detailed report by Chen Guoli, Deputy General Manager of the Group and General Manager of the Overseas Subsidiary, on the current status of the company’s overseas business management and the challenges that remain.

  On March 11, the Group held a symposium on overseas operations in the headquarters conference hall to conduct an in-depth analysis of the current state of overseas business management and to deliberate on strategies and measures for accelerating the “going global” initiative during the current period and the 13th Five-Year Plan period. More than 20 participants attended the meeting, including directors of the Group’s subsidiaries, heads of overseas offices, and relevant personnel from the headquarters and overseas branches. The meeting was chaired by Chen Guoli, Deputy General Manager of the Group and General Manager of the Overseas Branch, and was addressed by Zhang Xiangyang, Chairman of the Group, who delivered an important speech.

  The symposium began with a detailed briefing by Chen Guoli, Deputy General Manager of the Group and General Manager of the Overseas Branch, on the current status of the company’s overseas operations and management, as well as the existing problems and shortcomings. He then outlined the next phase of the overseas work plan: first, to build on the existing market base by refining and optimizing operations, expanding market share, and actively extending into neighboring markets to achieve a regionally integrated operating model; second, to intensify market deployment and increase investment, with the goal of establishing one new presence in Southeast Asia, two in Africa, one in Central Asia, and one to two in the Middle East; third, to take advantage of changes in the bidding rules for foreign aid projects by formulating appropriate response measures, while simultaneously striving to expand “two-advantage” projects and increase the number of successful bids and deployments; and fourth, to strengthen collaboration with central state-owned enterprises, pursue sincere and pragmatic cooperation, and leverage their resources to expand overseas. Through sustained efforts, the company aims to exceed US$200 million in annual operating revenue from its overseas business by the end of the 13th Five-Year Plan period. Subsequently, Ling Jinxiang, Manager of the Zimbabwe Branch; Yang Jianming, General Manager of the Mozambique Branch; Zhang Xiyi, Deputy General Manager of the Overseas Branch, and other representatives shared their insights, experiences, and recommendations based on their respective units’ overseas operations. Relevant leaders at headquarters also offered their views and suggestions on accelerating the company’s international expansion. Participants spoke enthusiastically, creating a lively and engaging atmosphere.

  After carefully listening to the remarks of all participants, Chairman Zhang Xiangyang delivered a concluding address. He began by reviewing the Group’s outstanding achievements in its overseas operations during the 12th Five-Year Plan period, fully commending the exceptional results attained in this area. Over the past decade, the Group has consistently ranked among ENR’s Top 250 Global Contractors, and its overseas business has now reached a substantial scale, demonstrating that the Group’s strategic decisions on overseas expansion during the 12th Five-Year Plan were indeed well-founded. With the current slowdown in domestic economic growth and rapid changes in the construction market, coupled with the implementation of the national Belt and Road Initiative, it is imperative to accelerate the Group’s “going global” efforts. To this end, he outlined five key requirements: First, the entire Group must recognize that the strategy and approach for developing overseas markets are of paramount importance to the company’s overall development strategy. Second, we must step up the pace and intensity of our overseas expansion—expediting site assessments and deployment, actively competing for foreign aid projects, leveraging such opportunities to drive project implementation, and intensifying collaboration with central state-owned enterprises. Third, we must strengthen the cultivation of management talent for overseas operations to ensure a robust talent pool to support further international expansion. Fourth, we need to refine incentive policies and performance evaluation mechanisms for overseas management, ensuring that they effectively reward pioneering efforts in overseas markets and link compensation to individual contributions. Fifth, we must rigorously guard against financial, tax, exchange-rate, and casualty risks inherent in overseas operations. He expressed the hope that all overseas personnel will make full use of the Group’s existing market presence, set ambitious goals, redouble their efforts, and diligently accumulate experience; through work and study, they should continually challenge and surpass themselves. Moreover, they are urged to carry forward the four core spirits exemplified by the Group’s leading overseas teams, thereby making new contributions to accelerating the implementation of the Group’s “going global” strategy. At the same time, all domestic subsidiaries are expected to provide attentive support to returning managers in both their professional and personal lives, giving them priority in training and deployment; and returning managers, for their part, should remain ready at all times to answer the Company’s call and deploy overseas as needed.

  Chairman Zhang Xiangyang concluded by stating that, with the concerted efforts of the entire company, the full mobilization of all corporate resources, a commitment to truth and pragmatism, and steadfast, results-oriented implementation, the Group’s “Going Global” strategy during the 13th Five-Year Plan period is sure to achieve complete success.
