As of the end of July, most of the buildings in Tonghe Jiayuan (Binhe Phase VI), designated as a “Demonstration Project for the Prevention and Control of Common Residential Quality Problems” by Nantong City, have already topped out, while a few others have entered the stage of constructing the roof-level equipment rooms. This marks the early and smooth completion of the main structural construction phase for the project. The Binhe Phase VI residential community is another relocation-and-rehousing project in the Guanyinshan New Urban Area and also the first joint venture between our company and Nantong Tianshan Real Estate Co., Ltd. The project has a total gross floor area of approximately 226,400 square meters and comprises Buildings 1 through 8, Buildings 10 through 13, the property management facilities in Building 9, Guard Post 1, Guard Post 2, and the switchgear substation.

  As of the end of July, most of the buildings in Tonghe Jiayuan (Binhe Phase VI), designated as a “Demonstration Project for the Prevention and Control of Common Residential Quality Defects” by Nantong City, have completed structural topping-out, while a small number of remaining buildings have also entered the stage of constructing the roof-top equipment room floors. This marks the early and smooth completion of the project’s main structural construction phase.

  The Binhe Phase VI Residential Community Project is another relocation and resettlement housing project in the Guanyinshan New Urban Area, and also the first project undertaken by our company in collaboration with Nantong Tianshan Real Estate Co., Ltd. The project has a total construction area of approximately 226,400 square meters and comprises Buildings 1 through 8, Buildings 10 through 13, Building 9 (which houses property management facilities), Gatehouse 1, Gatehouse 2, a switchgear substation, an underground parking garage, and civil defense structures. The total contract value for the project is RMB 468.5338 million, with official commencement scheduled for November 2015 and a contracted duration of 844 days.

  To further enhance the quality of residential construction projects and eliminate common quality defects, the Nantong Tonghe Jiayuan (Binhe Phase VI) project undertaken by the Group’s Third Branch has proactively applied to be designated as a “Demonstration Project for the Prevention and Control of Common Residential Quality Defects.” The company is committed to strengthening construction management, establishing and perfecting a robust quality assurance system, and rigorously preventing the occurrence of frequently reported quality issues, thereby ensuring that residents of the resettlement housing can live in safe, reliable homes.

  This project is large in scale, with a tight construction schedule and stringent quality requirements. The site accommodates 11 tower cranes and 12 elevators, and at peak times nearly 1,000 workers are on site each day. How to eliminate common quality defects while ensuring safety and meeting the project timeline—thereby guaranteeing overall project quality—is a formidable challenge for all construction personnel, particularly for the entire project management team. To address this, under the leadership of Zhang Qizhi, a nationally recognized outstanding project manager, the project team has rigorously organized and meticulously executed every stage of the project—from initial planning through to construction—strictly in accordance with the Group’s Standardized Implementation Manual. Based on the specific conditions of the project, the team has identified the key and most challenging areas for preventing and controlling common quality defects and has formulated targeted quality-control measures.

  To ensure the orderly planning and execution of the project, the Project Management Office has divided the 13 major individual structures into five construction zones. During the basement construction phase, sequential operations are carried out in accordance with the placement of post-pour strips and expansion joints. In the above-ground construction phase, each construction zone implements inter-floor sequential operations based on individual structure units. Particularly during large-scale concrete placement for the main structural elements, to prevent cracking due to high temperatures, extended technical intervals are adopted and sequencing is carefully coordinated to ensure adequate concrete setting and proper curing.

  In implementing the project, a “model-led” approach is adopted: for all quality-preservation measures targeting common construction defects in this project, sample sections are first constructed on designated floors and specific locations. Rigorous process control is applied to these samples, and only after they pass inspection and achieve the expected results are the corresponding sub-projects and work procedures carried out across other buildings in accordance with the same construction methods and standards as the sample sections. This effectively ensures the overall quality of the construction.

  From the very outset of project planning, the construction team has rigorously adhered to the Group’s Standardized Implementation Manual by clearly delineating the construction site into living quarters, office areas, and production zones. Specific posts and personnel have been assigned to each zone, enabling block-based management and dynamic control, thereby fully meeting the Manual’s requirements for modular, zoned, and property-management-style construction operations. Above the second-floor level of every individual building, I-beam steel tube scaffolding with couplers is employed for cantilevered scaffolding. Although this approach entails higher initial investment, it facilitates the early commencement of outdoor utility infrastructure work and optimizes the standardized layout of the construction site.

  The physical quality of the construction works and the level of civilized site management have received unanimous praise from the client’s leadership and all relevant stakeholders. The project has successively undergone the “Dynamic Evaluation of Construction Market Practices” and an unannounced inspection by the Jiangsu Provincial Safety Supervision Station, both of which were fully endorsed by leaders of provincial and municipal authorities. During the construction phase, the project also served as the on-site location for a segment of CCTV’s program “Exploring China,” which documented the construction process of resettlement housing resulting from demolition and relocation.
