The sun blazed fiercely, and the summer heat was intense. Starting in mid-July, Chairman Zhang Xiangyang led a comprehensive inspection and research team from the Group Company, braving the sweltering temperatures to visit, in succession, the First Branch Company, the Installation Branch Company, the Third Branch Company, the Suzhou Branch, the Shanghai Branch, the Wuxi Branch, the Beijing Branch, and several relevant project departments, to conduct inspections and surveys on the implementation of the spirit of the Group’s Workers’ Congress, the 13th Five-Year Plan, and the business management performance for the first half of the year. Leaders of the Group Company, including Li Weidong, Huang Jing, Shao Jinman, and Xu Chunyang, accompanied the inspection and research team. After listening to reports from each subsidiary, Chairman Zhang Xiangyang fully commended the subsidiaries for their efforts in the first half of the year in the face of a challenging market environment.

  Under the blazing sun and sweltering summer heat, starting in mid-July, Chairman Zhang Xiangyang led a comprehensive inspection and research team from the Group Company to braving the intense heat as they successively visited Branch No. 1, the Installation Branch, Branch No. 3, the Suzhou Branch, the Shanghai Branch, the Wuxi Branch, the Beijing Branch, and several relevant project departments to conduct inspections and surveys on the implementation of the spirit of the Group’s Workers’ Congress, the 13th Five-Year Plan, and the operational management performance for the first half of the year. Leaders of the Group Company, including Li Weidong, Huang Jing, Shao Jinman, and Xu Chunyang, accompanied the inspection and research team.

  After listening to reports from each subsidiary, Chairman Zhang Xiangyang fully commended the subsidiaries for their proactive response to the challenging market conditions in the first half of the year, their determination to overcome difficulties, their vigorous efforts, and their solid performance, which have yielded encouraging results. Overall, the Group’s operating performance has exceeded expectations, with more than half of the target for new contract value and more than half of the work schedule already accomplished, thereby sustaining a healthy and stable growth trajectory. During the inspection and research tour, based on the specific circumstances of each subsidiary, Chairman Zhang Xiangyang issued instructions and set forth requirements for effectively implementing the spirit of the Group’s Employees’ Congress and the 13th Five-Year Plan, as well as for ensuring the successful execution of the next phase of work.

  During field visits to the First Branch and Third Branch, which primarily operate in the Nantong market, Chairman Zhang Xiangyang made the following directives: 1. Promptly adjust the business strategy to adapt to the new normal, consolidate our core market position, proactively expand into new markets, and intensify efforts to develop new business opportunities; 2. Strengthen project management by promoting the integrated application of standardization, refinement, and digitalization, and by enhancing project final accounting and fund recovery; 3. Standardize VAT management, ensure strict compliance with the Group’s deployment and requirements for the transition from business tax to VAT, and effectively mitigate tax-related risks; 4. Enhance team building by reinforcing ideological and conceptual education for employees, fostering a correct worldview, outlook on life, and values, and by improving personnel utilization, development, and performance evaluation, with particular emphasis on high-performing key personnel.

  During a field inspection of the installation branch, Chairman Zhang Xiangyang emphasized the following points: 1. Further intensify market development efforts, tap into high-potential markets, and proactively coordinate with civil engineering project teams; 2. Strengthen refined project management by taking the lead in integrating standardization, refinement, and information technology, and actively explore applications such as “Internet Plus” and e-commerce platforms; 3. Enhance team building by starting with institutional reforms and formulating specific measures for talent recruitment, training, deployment, and performance evaluation; 4. Reinforce final account settlement and fund recovery efforts by making them routine, assigning clear responsibilities, conducting regular inspections, improving work quality and efficiency, alleviating the pressure of year-end concentrated settlement and collection, and—most importantly—boosting corporate economic performance while reducing risks associated with fund recovery.

  During field visits to the Shanghai, Wuxi, Suzhou, and Beijing branches, Chairman Zhang Xiangyang made the following directives: 1. In business operations, we must pursue a dual-track approach—both independent operation and collaborative partnerships—by intensifying our efforts to attract high-caliber partner teams; we should proactively expand our outreach, stepping up both the scale and pace of our initiatives. 2. The transition from business tax to value-added tax must be carried out rigorously and in full compliance with regulatory requirements, leveraging this reform to strengthen risk management and control. 3. We must enhance the refined management of projects, achieve the integrated application of “three transformations,” and make every possible effort to reduce costs and boost efficiency. 4. In terms of team building, we need to excel in recruitment, training, and performance evaluation; we should reinforce key positions with capable personnel, give priority attention to promising talent, and cultivate multi-skilled professionals. 5. In engineering management, we must carefully select objectives and vigorously pursue excellence; we should prioritize the development of model construction sites, with particular emphasis on ensuring workplace safety at all times. Furthermore, we must continuously innovate management practices, promote the use of WeChat for dynamic project oversight, and thereby guarantee safe and sustainable development.

  During the inspection and research tour, Chairman Zhang Xiang led the comprehensive inspection and research team to visit several ongoing construction projects at subordinate units, where they conducted thorough on-site inspections to assess the implementation of safe production, quality improvement initiatives, and standardized site management. The team also conducted field visits and benchmarking at ongoing projects of sister companies. Chairman Zhang emphasized that the construction site is itself a marketplace; therefore, we must start from a high baseline, set stringent standards, enforce rigorous requirements, strive for excellence, and endeavor to showcase our corporate brand image while proudly upholding the banner of Nantong Construction Engineering. By implementing high-level site management, we can win over local clients and expand our market presence.

  While conducting in-depth inspections and research at the grassroots level, Chairman Zhang Xiangyang also convened a special meeting at headquarters to hear oral and written briefings from the Labor Services Branch, the Leasing Branch, the Dongguan Branch, the Hainan Branch, the Nanjing Branch, the Research Institute, and other units, and promptly issued instructions and requirements for effectively advancing the next phase of work.

  To ensure the effectiveness of this inspection and research mission, Chairman Zhang Xiangyang convened a special meeting to make detailed arrangements for the timing, content, methods, procedures, and priorities of the activity. He emphasized that the inspection and research should be conducted in a targeted manner, with specific questions in mind, and should focus on the key tasks for this year as outlined in the Administrative Work Report submitted to the Employees’ Congress, as well as the objectives and targets set for the 13th Five-Year Plan period. Particular attention should be paid to understanding and assessing how each subsidiary is implementing these directives and to reviewing their operational and management performance in the first half of the year. Chairman Zhang expressed the hope that through thorough and meticulous inspection and research, prominent problems and contradictions currently hindering the Group’s operations could be identified, thereby providing practical assistance to each subsidiary in pinpointing issues, clarifying strategic thinking, generating innovative ideas, and devising effective solutions. In doing so, the Group’s functions of headquarters-level control, guidance, coordination, and service would be fully demonstrated. All levels of the company must work in unison to address the current challenging conditions in the construction market, proactively pursue a path of scientific development characterized by structural adjustment and transformation and upgrading, and, in response to the issues uncovered during the inspection and research, promptly introduce relevant measures and initiatives to ensure the successful achievement of the Group’s annual goals and tasks, secure a strong start to the 13th Five-Year Plan, and sustain the enterprise’s steady, healthy, and sustainable development under the new normal of the economy.
