Beijing Branch Holds Annual Business and Production Work Conference

  On the afternoon of April 26, 2017, the Beijing Branch held its 2017 Annual Operations and Production Work Conference. More than 80 attendees, including mid-level and senior management personnel of the Beijing Branch and heads of various projects, took part in the meeting.

  Liu Jian, Deputy General Manager of the Beijing Branch, delivered the 2017 Annual Business Performance Report at the meeting. The report provided a detailed review of the Beijing Branch’s key economic performance and major operational achievements in 2016, analyzed the development trends in the North China regional market, outlined the strategic plan for business operations, and set forth the 2017 business objectives.

  Sun Hongyu, Deputy General Manager of the Beijing Branch, delivered a summary report on the branch’s work in safety production management for 2016. Chief Engineer Ge Yizhong announced the results of the Group’s 2016 Assessment of the “Safety Production Responsibility Commitment,” and provided a detailed interpretation of the Beijing Branch’s newly issued “Detailed Rules on Rewards and Penalties for Safe and Civilized Construction” and “Detailed Rules on Rewards and Penalties for Technical and Quality Management.” In addition, the heads of all projects signed the “Safety Production Responsibility Agreement” with the branch. Finally, Deputy General Manager Lu Peijun presented a phased summary of the implementation of the “business tax to VAT” reform at the Beijing Branch.

  Zhang Zhongda, Deputy General Manager of the Group Company and General Manager of the Beijing Branch, delivered a concluding address at the meeting. With regard to the thorough organization and study of the Company’s “Compilation of Documents,” he urged all departments and project offices to earnestly implement the spirit of the documents. First, they should align with the national development plan for the construction industry, clarify their respective development strategies, rigorously carry out the requirements of the Ministry of Housing and Urban–Rural Development’s “Three-Year Improvement Initiative,” and ensure high-quality project management across the board. Second, leaders at all levels of the Company must attach great importance to the “business tax to VAT” reform, diligently study relevant policy documents, strengthen accounting and procurement management, and establish a robust tax compliance “firewall.” Third, all project offices should further enhance quality and safety management, actively participate in internal and external training programs, and reinforce foundational engineering management and safety management. On the subject of business operations, Mr. Zhang put forward six key recommendations: first, establish a closely coordinated management model to move away from loose, fragmented management and safeguard the stable development of the Group; second, promote quality-oriented management and elevate service standards to build trust through quality; third, tap into untapped business potential by seeking collaboration with major clients and owners and forging long-term partnerships; fourth, raise the level of departmental management and provide robust technical support to all project offices; fifth, intensify information technology training and actively advance the application of BIM and prefabricated construction technologies; and sixth, establish an incentive and talent-development mechanism that emphasizes training and performance evaluation to build a talent pool for the Beijing Branch.
