  On the afternoon of May 31, the Group’s 2017 Safety Production Month Mobilization and Commendation Conference was held in the Headquarters Auditorium. More than 100 representatives attended the event, including leaders of the Group’s headquarters, heads of all departments, all staff of the Safety Production Department and the Trade Union, general managers and safety production supervisors of each branch (subsidiary) company, engineering department managers, as well as secretaries of Party branches, trade union chairpersons, chief engineers, all engineering department personnel, project managers, project technical managers, project safety officers, unit project leaders, and safety officer representatives from the Nantong regional branches (subsidiaries). The meeting was chaired by Vice General Manager and Chief Engineer Liu Xu, with a mobilization report delivered by Vice General Manager Yin Yougen. Zhang Xiangyang, Chairman of the Group, attended the conference and delivered an important speech.

  At the mobilization meeting, Yin Yougen, Deputy General Manager of the Group Company, delivered the opening report for the 2017 “Work Safety Month” campaign. He pointed out that this year’s theme is “Fully Implementing Principal Responsibility for Work Safety,” and emphasized the need to organize a series of publicity and education activities centered on work safety laws and regulations, the work safety responsibility checklist, and the prevention of work safety accidents. These efforts are intended to further clarify and enforce work safety responsibilities at all posts, promote the concept of safe development, and enhance the overall safety competence of all employees. All units are required to establish Work Safety Month task forces in accordance with the Group’s “Notice on Launching the 2017 ‘Work Safety Month’ Campaign,” formulate detailed activity plans, and, based on their specific circumstances, ensure that the campaign theme and content are communicated to every employee at every post, thereby mobilizing everyone to participate and receive safety education. Participants also focused on studying the “Notice from the General Office of the Ministry of Housing and Urban–Rural Development on Further Strengthening Safety Management of High-Risk Sub-projects” and the Group’s “Work Safety Responsibility Checklist.” They were urged to enhance legal awareness and a sense of responsibility for work safety across all departments and positions, clearly define and fully implement the work safety responsibilities of each specific post, further strengthen safety control, and comprehensively improve the level of safety management. Finally, drawing on recent cases of safety accident investigations and handling, Mr. Yin stressed the importance of carefully learning from past experiences and lessons, focusing on risk control, rectification of potential hazards, and emergency rescue, and further enhancing education, training, and warning measures to comprehensively improve employees’ ability to fulfill their work safety duties.

  Wang Jianming, Manager of the Safety Production Department of the Group Company, analyzed several typical accidents involving construction lifting machinery that have occurred in recent years, detailing the basic facts of each incident, the sequence of events and emergency rescue efforts, as well as the root causes and nature of the accidents. He placed particular emphasis on examining and interpreting the responsibilities of the entities and individuals involved, along with the outcomes of the subsequent investigations and disciplinary actions. Wang Jianming stressed that the entire company must draw lessons from these accidents and establish and implement a specialized management mechanism for construction lifting machinery: selecting products from reputable, well-known manufacturers; engaging only licensed rental and installation service providers; adhering to the principle of “high-specification, new equipment”; and employing qualified, experienced operators and safety management personnel.

  At the meeting, Li Weidong, Deputy Secretary of the Party Committee of the Group Company, read out the decisions on commending the Group’s 2016 Advanced Units in Work Safety, Outstanding Safety Officers, and Advanced Individuals, as well as the decisions on rewards and punishments for units, projects, and individuals related to work safety and civilized construction. The Group called on the honored advanced units and individuals to cherish their accolades, remain humble and steady, adopt a pragmatic and enterprising attitude, and continue to achieve outstanding results; it also expressed the hope that all employees will take these exemplary collectives and individuals as role models, strengthen their confidence, boost their morale, forge ahead with pioneering spirit, work diligently, and strive to promote the Group’s sustained, stable, and healthy development on an even higher platform.

  At the mobilization meeting, the Third Branch Company and the Beijing Branch Company, as representatives of advanced units in safety management, exchanged experiences in work safety management.

  Finally, Zhang Xiangyang, Chairman of the Group Company, delivered an important address. He emphasized that ensuring workplace safety is a paramount responsibility: from enterprise leaders and leadership teams at all levels to every individual position, everyone must fully assume and implement their respective duties, rigorously strengthen safety management, draw lessons from past accidents of all types, and make every possible effort to prevent all workplace safety incidents. To ensure the smooth implementation of this year’s Workplace Safety Month activities and related work, he put forward three key requirements. First, we must always maintain a profound sense of respect and vigilance toward workplace safety. Workplace safety not only safeguards the lives and property of the people but also underpins the survival and development of enterprises. The Party and the state have consistently attached great importance to workplace safety, issuing a series of laws and regulations in succession; General Secretary Xi Jinping and Premier Li Keqiang have also repeatedly issued important instructions on this front. By studying these relevant laws and regulations, employees at all levels should cultivate a deep sense of reverence for workplace safety, fully recognizing that their work directly affects the lives and interests of others as well as the very survival and development of the enterprise, and thus approach workplace safety with a prudent, rational, objective, and pragmatic attitude.

  Second, fully implement the system of safety-production responsibility checklists. Since 2016, the Safety Production Department has been drafting these checklists, and to date they have been refined to cover the safety-production responsibilities of 35 job positions and three safety management bodies. This ensures that personnel in all positions can use the checklists as a guide in their daily work, clearly define their respective responsibilities, and ensure that those responsibilities are effectively fulfilled. “Fully implementing the principal responsibility of enterprises for safety production” is the theme of this year’s Safety Production Month; however, it is by no means a mere slogan. Rather, it represents the Group’s formal communication of expectations to every position and each employee’s commitment to the Group. Only by rigorously applying the safety-production responsibility checklists in future work can their full potential be realized. Therefore, leaders at all levels and all subordinate units must make every possible effort to promote the comprehensive implementation of the checklist system and urge employees in all positions to integrate the checklists into their day-to-day operations.

  Third, we must comprehensively enhance the capacity of personnel to fulfill their safety-production duties. In recent years, the Group has attached great importance to safety-production work, and has initially established a safety-management model with distinctive features that has yielded certain results. However, the management foundation remains relatively weak, with the most prominent issue being the limited competence of frontline project personnel in performing their duties. To address this, we must provide further training and education for frontline staff, cultivating them into versatile managers who can comprehensively control key operational processes, possess both capability and experience, and are adept at managing both tasks and people.

  Zhang Xiangyang concluded by emphasizing that workplace safety is the top priority in all aspects of our work and has become the very lifeline of the enterprise’s survival and development. We must firmly uphold our sense of mission in this area, strengthen our sense of responsibility, further implement the spirit of the annual workplace safety conference, coordinate and organize activities for Safety Month, and ensure the effective execution of all workplace safety management tasks, thereby guaranteeing the successful completion of all targets and assignments for the year’s workplace safety management.
