Zibo City, Shandong Province Organizes a Study Tour to the Nantong Construction Greenery Lily Garden Project

　　On July 12, Zibo City, Shandong Province, held a citywide on-site observation conference on construction quality and safety as well as dust control in residential building projects, with the second-phase Greenery Lily Garden project of Nantong Construction Engineering being one of the four demonstration sites.

　　According to a responsible official from the Zibo Municipal Construction Project Quality and Safety Supervision Station, the Nantong Construction Group’s Lucheng Baihe Garden Phase II project has demonstrated a high level of management in quality and safety control, dust pollution prevention, and smart construction site operations, setting an exemplary standard for nearly 700 ongoing construction projects across the city.

　　The meeting mandated that all construction enterprises and ongoing construction projects across the city must maintain strict oversight of workplace safety. Enterprises that fail to carry out their duties as required or exhibit significant shortcomings in fulfilling their primary responsibility for workplace safety shall be placed on a key regulatory watch list and subject to rigorous enforcement. Emphasis should be placed on building an emergency response and rescue system, while comprehensively strengthening quality and safety supervision and vigorously advancing the development of smart construction sites. In parallel with comprehensive, grid-style inspections of project quality and safety, leadership-led teams supported by expert participation are to conduct concentrated supervisory inspections in each district and county every two months. Any safety hazards identified during these inspections must be immediately addressed through orders requiring the responsible entities to specify concrete timelines, assign dedicated personnel, and implement targeted measures for rectification within a set timeframe; where construction safety cannot be guaranteed, work must be resolutely suspended for remediation.

　　Prior to organizing this observation event in Zibo City, the Group’s Beijing, Tianjin, and Hebei branches had already conducted similar observation activities in successive phases. The objective was to calmly analyze changes in the market environment, proactively adjust business strategies, swiftly enhance project management quality, and actively seek breakthroughs—thereby adapting to the new requirements imposed on construction enterprises by the broader market landscape.

　　On July 4 and 5, 150 project managers and project management personnel from nearly 50 project offices under the North China Regional Branches of Nantong Construction Engineering Group in Beijing, Tianjin, and Hebei Province conducted a centralized site visit to the Phase II of the Lucheng Baihe Garden project in Zibo, Shandong Province.

　　Compared with construction projects in the North China region, the Phase II of Lucheng Baihe Garden in Zibo, Shandong, demonstrates clear advantages across all aspects, including project planning, process management, and civilized construction. The event had a profound impact on attendees, who not only recognized the gaps but also identified exemplary models. Participants unanimously expressed their commitment to organizing in-depth study tours of these benchmark projects to enhance their own project management capabilities.

　　Lu Ping, the project manager of the second phase of Zibo Lucheng Baihe Garden, shared his insights on several topics of interest raised by the visiting participants, such as investments in civilized construction.

　　The Logical Relationship Between Investment and Returns

　　The first impression most stakeholders have of this project is that substantial investment has been made in civilized construction measures—this reflects both external pressures and internal needs. The external pressure stems from the increasing concentration of residential projects among large real estate developers; to establish long-term partnerships with these firms, it is essential to enhance project management efforts. The internal need arises from the imperative to improve quality, safety, and cost-control capabilities. An information-based management platform provides real-time tracking of workforce attendance, enabling accurate monitoring of labor costs. Prefabricated guardrails, for instance, not only enhance the project’s image and safety but also increase material turnover. The construction of model areas serves as the benchmark for quality standards across all trades and constitutes a prerequisite for contracting with specialized subcontractors. While the high level of investment does elevate the project’s overall image, it is also a necessary measure to close control gaps and boost overall efficiency.

　　A well-organized, orderly, and fully functional construction and living environment reflects our respect for the profession, strengthens employees’ sense of belonging and confidence, and, through sustained adherence to high standards over the long term, enhances the professional competence of project managers and workers while fostering team spirit—conditions that are essential for delivering projects with high quality.

　　Building a strong professional ethos within the team means approaching every task with a dedicated, professional attitude. Construction quality is always the paramount goal of our project management and serves as both the starting point and the ultimate benchmark for all our work.

　　The purpose of this observation event is clear: to ensure that all project leaders and management teams gain a keen understanding of emerging trends in project management and new concepts in market operations.

　　China’s real estate market is shifting from a long-term focus on new supply to one centered on existing stock, and in the short term it is facing the most stringent regulatory measures in its history. However, large developers enjoy clear advantages in areas such as capital costs, land-acquisition capabilities, and M&A expertise, driving the industry toward an oligopolistic structure and further increasing developer concentration. The overall industry concentration continues to rise, with the top 100 and top 10 firms exerting ever-greater monopolistic control over the sector—signs that China’s real estate industry is maturing.

　　If we remain stuck in our traditional project management and business philosophies—showing no drive for progress or willingness to break new ground—it will be extremely difficult for us to secure a place among the supplier ranks of these large real estate developers.

　　Through observation and on-site visits, we should gain insight into advances in mindset, improvements in management capabilities, and the professional ethos of high-performing teams. By studying the preliminary planning approach employed for the Phase II development of Zibo Lucheng Baihe Garden, we will tailor our project planning practices to suit our unique characteristics, thereby strengthening Nantong Construction’s influence in the North China region.
