The Phase II construction project for Plot C11079 is being invested in and developed by Nantong Xindong District Investment and Development Co., Ltd. The project is located north of Renmin East Road, east of Shengli Road, and west of Taiping Road. It comprises one underground level and up to 23 above-ground floors, with a total of six individual buildings, a combined gross floor area of 156,704.46 square meters, and a total tendered contract value of RMB 245 million. Construction officially commenced on September 20, 2017, with a contracted duration of 360 days.

The tight construction schedule is one of the major challenges facing this project. To ensure timely completion within the contractually stipulated timeframe, the entire project team has worked in close coordination, placing equal emphasis on construction plans and quality assurance measures while maintaining rigorous oversight of production progress. First, we have strengthened site-specific control and ensured strict adherence to the project schedule, consistently using the construction plan to guide on-site operations and tightly managing the pace of construction to guarantee steady progress. Second, we have enhanced construction organization and ensured that all necessary resources are in place. We continuously optimize the allocation of key production factors—such as equipment, labor, and materials—based on site conditions, and proactively forecast resource requirements in line with project milestones. By carefully balancing equipment, manpower, and other resources, we have maintained uninterrupted construction. Thanks to this precise management and resource allocation, the project’s actual progress has far outpaced scheduled milestones, resulting in a substantial early completion.
Quality is the cornerstone of any long-term undertaking. Throughout the construction process, the project team has steadfastly adhered to the fundamental principle of “quality first, customer paramount” in its quality control efforts. Comprehensive quality assurance measures have been rigorously implemented, with robust and effective monitoring in place. The project has clearly defined and assigned quality assurance responsibilities, ensuring meticulous execution of all quality management documentation and handover records. At the same time, quality inspectors on site have been granted appropriate authority, enabling them to refine quality monitoring plans and eliminate any gaps in oversight; critical areas receive focused, targeted monitoring. For construction sections prone to quality issues—such as concrete work and formwork—the project consistently assigns dedicated personnel to oversee these processes and maintains rigorous monitoring and management, promptly addressing any problems that arise. Strict adherence to standards elevates operational proficiency. In quality management, all stakeholders are encouraged to conduct inspections and acceptances in strict accordance with relevant codes and standards, rigorously controlling every single work procedure and translating provincial-level excellence standards into practical operations, so that products achieve superior quality on the first attempt and secondary repairs are completely eliminated. A tiered management approach ensures that everyone assumes responsibility for quality control: a culture of collective quality vigilance has been firmly established throughout the project. Quality management is not solely the responsibility of quality inspectors; each project manager must also be accountable for meeting the excellence targets set for their respective scopes of work, and the project manager bears ultimate responsibility for ensuring that the entire project meets and exceeds these standards, thereby maintaining continuous, controlled quality management across the board.
Rigorous and meticulous cost management is also a major highlight of the Phase II project for Plot C11079. Since the second half of 2017, influenced by national macro policies, raw material prices in the construction industry have risen sharply. At the time of tendering for this project, the controlled bid price was set at a 23.93% discount, placing the project virtually at the break-even point, which underscores the critical importance of effective cost management. To ensure the project’s basic profitability, Ma Yinhua, Party Secretary of the First Branch and Project Manager, has mandated the implementation of various effective measures to strictly control costs: during contract negotiations with the owner, he has insisted on appropriately adjusting the project budget in line with the increase in market material prices; the company has engaged multiple building-material suppliers to foster competition and drive down procurement costs, while requiring suppliers to adjust their prices based on prevailing market quotations; for different work crews such as carpenters and painters, competitive bidding among teams is used to keep labor costs in check; and all forms of construction waste are rigorously eliminated through close monitoring and timely comparison of budgeted versus actual material usage, with issues identified and resolved promptly. Although the project has been somewhat affected by the broader trend of rising material prices, its anticipated financial performance is expected to be achieved thanks to this refined cost-management approach.
In terms of safety management and civilized construction, the project department has procured and fully equipped all safety equipment in accordance with relevant codes and the Group’s standardization requirements. Based on the specific characteristics of each sub-item of work, targeted safety briefings have been developed and conducted prior to the entry of workers into the site; throughout the construction process, regular inspections are carried out to ensure that work is performed in strict compliance with the briefing content. Any instances of non-compliance or unsafe practices are promptly corrected, and meetings are held on an ongoing basis with the foremen of all work crews to analyze the causes and consequences of such violations and hazardous behaviors. The outcomes of disciplinary actions taken against violating teams are promptly publicized through official notices. In addition, safety training is provided every two weeks for all on-site construction personnel, with specialized safety briefings conducted as needed in response to specific situations. With the guidance and support of the company, the project recorded zero work-related injury or fatality incidents in 2017, earning commendation in a notification issued by the Nantong Municipal Safety Supervision Station and receiving high praise from both the municipal and district construction authorities.
C11079 The Phase II construction of the site has been the result of the hard work and dedication of our construction team, from the commencement of construction to the topping-out of the main structure. Over the course of more than 200 days, the project management team meticulously organized and scientifically coordinated all aspects of the project, exercising rigorous oversight and meticulous control throughout the entire construction process—from preparatory work to on-site management and quality control—ensuring strict adherence to standards, orderly and efficient operations, and uncompromising attention to detail, thereby guaranteeing both project quality and timely completion.
