Shao Jinman, Chief Accountant of the Group Company, has set forth clear requirements for effectively implementing the initiative to establish dedicated accounts for migrant workers’ wages: First, the disbursement of wages through these dedicated accounts must be rigorously advanced, ensuring that wages are paid monthly, with any advance payments not falling below the local minimum wage standard. All wages must be transferred via the dedicated account directly to the migrant workers’ wage cards; for sporadic cash payments, detailed records of the collection procedures must be retained. Second, dedicated accounts for migrant workers’ wages and corresponding wage cards must be opened. For projects in the Nantong area, the master account for migrant workers’ wages already established at the Nantong Branch of the China Construction Bank must continue to undergo the necessary electronic banking procedures. Third, wage settlements and applications for project fund disbursements must be carried out on time and in an orderly manner. The company shall, on schedule, transfer dedicated funds exceeding the amount to be disbursed into the dedicated migrant workers’ wage accounts; team leaders of each project’s labor teams shall submit monthly attendance records reflecting actual performance to the project accountant or the administrator responsible for the real-name wage system, who will then disburse wages on time based on these records. All wages shall be settled according to the actual workload of each migrant worker and fully paid off before the Spring Festival.
During the meeting, Yin Yougen, Deputy General Manager of the Group Company, emphasized that implementing the real-name system for paying migrant workers’ wages is a crucial step in putting the principle of “everything for the people’s interests” into practice and effectively safeguarding the legitimate rights and interests of migrant workers. It will also significantly enhance the Group’s management of labor services on its projects. He urged all subsidiaries and project offices to rigorously implement the spirit of the relevant documents from a politically conscious perspective and to complete preparatory work for the real-name wage-payment system as early as possible. He stressed that the implementation should proceed in two phases: first, thoroughly and meticulously carry out all foundational tasks to meet the assessment requirements of the construction administration authorities; second, break free from conventional ways of thinking in past management practices, explore new frameworks, approaches, and methods, and conscientiously execute every task to further elevate management standards.
