United in Purpose and Direction: Nantong Construction Engineering and Huaxia Happiness Join Forces in Targeted Poverty Alleviation

Here in Laiyuan County, Hebei Province, at the foot of the mist-shrouded Taihang Mountains, a brand-new village is about to be completed—less than eighty days after construction officially began on April 20. In pursuit of Laiyuan County’s 2020 poverty-alleviation target, Huaxia Happiness and the Laiyuan County Government have resolved to maintain close collaboration and enhance coordination, working together to deepen, solidify, and deliver high-quality results in the county’s poverty-alleviation efforts. Ultimately, this has given rise to a new poverty-alleviation model characterized by government leadership, corporate support, broad public participation, and multi-dimensional synergy.
During the implementation of the plan, Huaxia Happiness clearly articulated the “Four No’s” principle—“no development, no operations, no resource appropriation, and no profit extraction”—and stipulated that all funds invested during the assistance period would be provided without any attached conditions and would be exclusively earmarked for the construction projects identified by Laiyuan County. Upon completion of these projects, they will be handed over to the local government in phases and batches for management and operation.
As a partner of Huaxia Happiness, Nantong Construction Engineering Co., Ltd. wholeheartedly joined this targeted poverty-alleviation initiative, undertaking the majority of the housing construction for the entire project, which covers nine villages and more than 1,500 households. The company established a highly capable and efficient project management team and developed a meticulous construction plan to address challenges such as difficult material transportation in mountainous areas, widely dispersed project sites, and unreliable power and water supplies, thereby ensuring timely completion.

During the construction of the new residential housing, Nantong Construction Engineering fully respected the local villagers’ living habits and worked closely with the construction and design teams to establish the principle of “no one-size-fits-all solutions and no blind imitation.” This approach ensured that villagers were actively involved in every stage of the project, their views were carefully heard, and the design was continuously refined to create a truly comfortable living environment—one that meets the villagers’ new aspirations and helps build a beautiful home for them. As the village chief of Shiba Pan Village explained: “Huaxia Happiness and Nantong Construction Engineering took full account of the opinions of both the township and the village residents. The bed designs cater to young people’s preferences, while elderly residents can still sleep on traditional earthen kang beds—striking a balance between urbanization and human-centered design that is highly acceptable to the locals. Originally, winter was cold, and many villagers were reluctant to move; but after touring the model units and their new homes, they felt much more confident and at ease.”
Under the assistance plan, Huaxia Happiness will spend three years constructing resettlement housing and upgrading dilapidated and substandard homes in 188 villages across Laiyuan County, benefiting 16,000 impoverished households.
Under the CPC Central Committee’s call to establish a comprehensive poverty-alleviation framework that integrates multiple stakeholders and diverse initiatives, Nantong Construction Engineering has consistently upheld its corporate social responsibility, engaging in targeted poverty alleviation efforts aligned with national strategic priorities and contributing its part to the decisive battle against poverty.
