Since groundbreaking on July 28, 2017, under the leadership of Ji Shenghua, Deputy General Manager of the Third Branch Company and Project Manager, the entire project team has worked in close coordination and with great perseverance. In just over four months, they successfully completed topping out of the civil works and passed the structural acceptance inspection. Currently, all MEP contractors, interior fit-out firms, and supporting service providers have entered the site and are ramping up work in preparation for the smooth completion and acceptance by the end of November.

  In the face of tight construction schedules, stringent quality requirements, rising material costs, a large number of subcontractors, and significant coordination challenges, the project team, in accordance with the instructions of Zhong Yiming, Deputy General Manager of the Group Company and General Manager of the Third Branch Company, has placed great emphasis on process management and attention to detail across all aspects of project construction management. The team has implemented meticulous, refined management of the project in strict compliance with the branch company’s detailed project management procedures.

  From the very outset of its establishment, the W17207 Project Department rigorously adhered to the Group’s standardized drawing sets and meticulous management requirements to ensure thorough pre-construction planning. Project schedule control has consistently been aligned with Nantong Security Service Co., Ltd.’s overall investment plan, leveraging the organization’s networked structure and maintaining a weekly meeting regime. Close coordination with the owner, the supervision unit, and specialized subcontractors has enabled the timely resolution of all matters and effective problem-solving, thereby laying a solid foundation for the smooth completion and handover of the project by the end of 2018.

  Safety is the top priority in project management. Building on lessons learned from previous years, the project team has strengthened dynamic management and performance assessments under the safety production responsibility system, while enhancing safety awareness across the board through initiatives such as “daily safety briefings,” “regular reminders at both large and small meetings,” and “thorough inspections of all facilities and equipment.” These efforts ensure that safety consciousness is firmly ingrained in the minds of all construction personnel. In day-to-day operations, particular attention is paid to the management of unloading platforms and tower cranes—key large-scale machinery—and to the stringent control of major hazard sources. For critical areas, enhanced inspection frequency and other measures are employed to effectively mitigate risks and ensure that no lapses occur in safeguarding these key locations. To date, the project has been successfully recognized as a Model Civilized Construction Site for 2018 by Nantong City and is striving to obtain the provincial title of Model Civilized Construction Site.

  The Phase I works of the W17207 land parcel project adopt a frame–shear wall structural system. To ensure construction quality, the project team has focused on studying the key construction points for frame structures. Specifically, for areas prone to problems—such as beam–column joints and wide-section frame columns—the team has developed specialized construction plans and operation manuals, while strengthening briefing sessions and on-site supervision during construction. Upon completion, both the aesthetic quality of the frame columns and the beam–column joints have met the targeted control objectives, earning consistent praise from the municipal quality supervision authority during routine inspections. To date, the project has been successfully recognized as a Municipal High-Quality Structural Engineering Award winner and is striving for the Jiangsu Province Yangzi Cup Award.

 

Optimized Solutions for Comprehensive and Effective Cost Control

 

  Cost control is at the heart of project management. In 2017, the construction market as a whole experienced a surge in raw-material prices. To minimize raw-material procurement costs as much as possible, the project team, under the leadership of Project Manager Ji Shenghua, made every effort to communicate and negotiate effectively with raw-material suppliers. Ultimately, they adopted an advance-payment arrangement to lock in material-price risk, enabling them to procure materials at prices 20% below the prevailing market rate when raw-material prices peaked. This measure helped mitigate project losses caused by rising material costs to a certain extent. During construction, the team rigorously controlled material expenditures by implementing measures such as weighing and verifying concrete deliveries, comparing theoretical steel consumption based on design drawings with actual usage, and optimizing the allocation of reusable formwork and other temporary materials to support sequential, streamlined construction. These efforts ensured strict control over material consumption and maximized cost reductions.

  In addition to controlling costs at the source, the project team further reduced construction expenses by optimizing the construction plan. For example, for Corridor No. 2—42 meters long and 25 meters wide—the original steel-structure construction approach involved erecting full-coverage scaffolding at the base, fully paving the ground, and installing double-row scaffolding around the perimeter. Completing the scaffolding work before commencing the steel-structure installation would take approximately 15 days, which not only delayed the schedule but also required a one-time investment of more than RMB 200,000. After careful deliberation and consultation with relevant experts on construction methods for similar projects, the team ultimately developed an optimized solution involving integrated lifting and installation following expert review and approval. The revised approach was successfully implemented, ensuring adherence to the schedule while significantly reducing construction costs, and earning high praise from the client.

  Of the 13 management personnel in the project department, eight are recent college graduates within the past five years, accounting for 100% of those in key management roles such as construction foreman and safety officer. Centered on Project Manager Ji Shenghua, the project department places full trust in these young professionals, boldly promotes them to senior positions and entrusts them with critical responsibilities, providing them with ample room to demonstrate their capabilities. The department is proactive in assigning challenging tasks and placing significant responsibilities on these young managers, thereby accelerating their development into highly competent, independent leaders. Currently, graduates with one to two years of experience are generally capable of independently overseeing individual construction units, and newly hired graduates have also played a vital role and gained valuable experience within the team, laying a solid foundation for the company to cultivate a pool of outstanding future talent.
