Chairman Zhang Xiangyang Leads a Team to Inspect and Provide Guidance on Epidemic Prevention and Control as Well as Work and Production Resumption at the Nantong Project Office

From February 22 to 28, Zhang Xiangyang, Secretary of the Party Committee, Chairman, and General Manager of the Group, conducted an on-site inspection and provided guidance on epidemic prevention and control as well as the resumption of work and production at project offices in the Nantong area. Zhong Yiming, Deputy General Manager of the Group and General Manager of the Third Branch Company, Yin Yougen, Deputy General Manager, and Qiu Lin, Deputy General Manager and General Manager of the First Branch Company, accompanied him during the inspection and guidance activities.

He was accompanied by Zhong Yiming, Deputy General Manager of the Group and General Manager of the Third Branch Company; Yin Yougen, Deputy General Manager; and Qiu Lin, Deputy General Manager and General Manager of the First Branch Company, who also participated in the inspection and guidance activities.
Chairman Zhang Xiangyang visited, in succession, the Development Zone Cultural and Sports Center of the Third Branch Company, Section 1 of Metro Line 2, the Graduate Student Transitional Apartment Project at Nantong University, as well as Section 1 of Phase VII of the Xiaohai Affordable Housing Project in the Development Zone under the First Branch Company, Dong’ai Ke Industrial Film, and Phase I, Building A-1, of the Innovation and Technology Center in the Zhongchuang District. He listened to briefings from the project managers on the projects’ overall status, epidemic prevention and control measures, and efforts to resume work and production. He also asked detailed questions about the return of personnel to their posts, the delivery of construction materials, and the procurement and stockpiling of epidemic-prevention supplies. Subsequently, he conducted on-site inspections of the construction sites, office areas, and living quarters to thoroughly assess the implementation of epidemic-control measures and the progress of all aspects of resuming work and production. He emphasized that, on the one hand, no slack must be allowed in any aspect of epidemic prevention and control; on the other hand, a coordinated and balanced approach is essential to steadily advance the resumption of work and production on engineering projects, with the aim of minimizing the impact of the pandemic. Projects that already meet the required standards should resume work as soon as possible, while those that fall short of epidemic-control and resumption criteria must promptly address and improve their conditions to enable an early restart. All employees across the company must remain steadfast in their confidence, rigorously implement epidemic prevention and control measures, make every effort to promote the resumption of work and production, accelerate the construction progress of ongoing projects, actively seize new market opportunities, and ensure the achievement of the year’s targets and objectives—thereby making the due contribution of Nantong Construction Engineering to winning the battle against the epidemic and to realizing the goal of building a moderately prosperous society in all respects.

During the inspection, Chairman Zhang Xiangyang extended warm greetings and words of encouragement to the project team’s cadres and employees. He repeatedly emphasized to the project manager that the safety and health of all staff must be given top priority, and that every necessary measure must be taken to ensure the effective implementation of epidemic prevention and control protocols. With regard to personnel management, the project team is required to strictly adhere to the principle of “preventing imported cases from outside and curbing internal transmission,” intensifying source-tracing and control of all personnel entering the site, conducting daily temperature screenings, and rigorously supervising the use of masks. At this stage, entry by individuals from epidemic-affected areas must be prohibited. In terms of logistical support, both the office area and the living quarters shall be subject to closed-loop management, with comprehensive disinfection carried out daily; in the living quarters, communal bunk beds are to be eliminated, meal times are to be staggered and dining is to be dispersed, and any form of mass gatherings is strictly forbidden. At the same time, epidemic-prevention supplies must be stockpiled in a timely manner to meet operational needs. Furthermore, he instructed the project team to organize training sessions during lulls in epidemic-control efforts, focusing on construction techniques and safety knowledge, so as to continuously enhance the technical expertise and managerial capabilities of all project personnel.
During the inspection, Chairman Zhang Xiangyang placed great emphasis on the safe resumption of work at project sites. At each site he visited, he meticulously inquired about and inspected the implementation of safety production measures. He stressed that all subsidiaries and project departments must, in accordance with the “five到位” requirements for reducing safety accidents set forth at this year’s company safety production conference, further strengthen the principal responsibility of project departments for safety production, intensify the identification, control, and remediation of safety risks and hazards, and ensure that all safety production measures are thoroughly implemented, refined, and tailored to specific conditions, thereby guaranteeing a safe and orderly resumption of work and production.
