Chairman Zhang Xiangyang Inspects and Conducts Research on the Work of Headquarters Departments

From August 31 to September 5, the Group held a special meeting on the inspection and research of headquarters departments. Zhang Xiangyang, Secretary of the Party Committee, Chairman, and General Manager of the Group, presided over the meeting and delivered important instructions and work arrangements. Li Weidong, Deputy Secretary of the Party Committee; Huang Jing, Chief Economist; and Shao Jinman, Chief Accountant, attended the inspection and research meeting. Yin Yougen and Yi Xingzhong, Vice Presidents of the Group, and Liu Xu, Chief Engineer, attended the inspection and research meetings for their respective areas of responsibility. Heads and staff of all departments also participated in the inspection and research meetings for their respective departments.

Prior to the meeting, Chairman Zhang Xiangyang issued specific instructions and requirements on how to ensure the successful conduct of this inspection and research session. Heads of all departments meticulously summarized their work, engaged in thoughtful reflection, and prepared comprehensive reports on their respective areas of responsibility. Each staff member also submitted a personal work summary, while the leaders in charge of each department provided guidance, oversight, and quality control. The inspection and research meeting was conducted department by department: first, individual work summaries from every staff member were heard; next, the department head delivered a work report; then, the responsible leader offered comments and evaluations on the work; finally, Chairman Zhang Xiangyang provided his concluding instructions and made arrangements for future work.

The work reports from all departments will focus on five key areas: first, the major tasks completed since the first half of the year; second, the implementation of the spirit of Chairman Zhang Xiangyang’s Spring Festival group meeting and the resolutions of the Company’s 16th Shareholders’ Meeting; third, the development of talent within the department; fourth, the principal management issues currently facing the department, the challenges it is confronting, the approaches and measures for addressing these issues, and the specific plans for the next phase of work; and fifth, suggestions for the Company’s 14th Five-Year Development Plan.

 

 

After listening to work reports from all departments, Chairman Zhang Xiangyang fully commended the headquarters’ departments for, since the beginning of the year, effectively responding to the complex COVID-19 pandemic and the challenging construction market conditions. They have conscientiously implemented the decisions and arrangements of the Party Committee and the General Manager’s Office of the Group, simultaneously prioritizing epidemic prevention and control while resuming work and production. In alignment with the overarching goal of the company’s high-quality development, they have fulfilled their duties and responsibilities, thereby fulfilling the role of the Group’s central command center and ensuring the effective implementation of major decisions and deployments. As a result, new progress and tangible outcomes have been achieved in all areas of work, making a positive contribution to the company’s steady and healthy development. Chairman Zhang Xiangyang expressed his sincere condolences and heartfelt gratitude to the headquarters’ cadres and employees for their hard work and dedicated efforts over the first half of the year.

Chairman Zhang Xiangyang pointed out that the world is currently undergoing profound changes unseen in a century: the COVID-19 pandemic has spread globally, the global economy has fallen into a severe recession, industrial and supply chains have been disrupted, international trade and investment have contracted, and commodity markets are experiencing volatility. Domestically, consumption, investment, and exports have all declined, employment pressures have risen markedly, and enterprises—particularly private firms and small and medium-sized enterprises—are facing increasingly acute difficulties. Competition in the construction market is intensifying, market risks are gradually emerging, and the pressure and challenges of ensuring the stable and healthy development of enterprises continue to mount. Under these circumstances, there is an urgent need to strengthen the building of the group’s headquarters, vigorously transform the work style of the headquarters, continuously improve the quality and efficiency of headquarters operations, and effectively enhance the headquarters’ capacity and level in management, oversight, guidance, and service provision.

Chairman Zhang Xiangyang emphasized that the work of the headquarters is of paramount importance. In the new era and under the new circumstances, all cadres and employees at headquarters must clearly understand the situation, remain true to our original aspiration and keep our mission firmly in mind, further enhance our professional competence and improve the quality of our services, and build an authoritative leading body that plays a pivotal and central role in comprehensively elevating the company’s management level and achieving high-quality development. With regard to the next phase of work at headquarters, Chairman Zhang Xiangyang put forward five requirements for all departments: First, strengthen institutional development and establish a modern corporate governance system. Each department should address the most salient problems currently existing in management by continuously revising and improving existing management systems, eliminating blind spots and plugging loopholes, so as to achieve standardized management and govern the enterprise through sound institutions. Second, strengthen departmental development and continually enhance the capacity and performance of each department. This entails streamlining and optimizing existing business management processes, clarifying the division of responsibilities among personnel, and fully leveraging the capabilities and roles of specialized positions. At the same time, we must strengthen inter-departmental coordination and effectively fulfill our functions of managing, supervising, guiding, and serving subordinate units. Third, strengthen talent development within departments and raise the competency and professional standards of staff. We should vigorously organize professional training for personnel, consistently carry out career planning and management, and build a robust talent pipeline, thereby cultivating a team of headquarters personnel who are politically steadfast, professionally competent, and characterized by excellent conduct. Fourth, adopt a long-term perspective and grasp the overarching trends, carefully formulating the company’s 14th Five-Year Plan. As the saying goes, “Well-preparedness ensures success; lack of preparation leads to failure.” Each department should, in light of its own work, conduct more in-depth research and reflection and put forward valuable opinions and recommendations on the development environment, guiding principles, objectives, and specific measures for the company during the 14th Five-Year Plan period. Fifth, strengthen Party building within the headquarters, providing strong ideological and organizational guarantees for high-quality development. Party building should be incorporated into the headquarters’ key work agenda, with innovative approaches and methods employed to further implement the responsibility system for Party building. We must fully leverage the vanguard and fortress roles of Party branches and the exemplary and leading role of Party members, using high-quality Party building to drive the company’s high-quality development.
