Hefei Branch Holds 2020 Technical Quality and Safety Event

To implement the Group’s “The Construction Site Is the Market” philosophy, promote standardized, refined, and information-based management of quality, safety, and civilized construction on ongoing projects in Anhui Province, and enhance overall project management capabilities, Hefei Company organized the 2020 Technical Quality and Safety Campaign, which included a site visit to the China Tower Anhui Production Facilities Project—recently certified as a “Provincial Demonstration Site for Standardized Work Safety in Anhui Province.” The event was attended by more than 30 participants, including leaders from the Nanjing Branch, such as Wang Jun and Wu Yongliang, as well as relevant leaders from the Hefei Branch, representatives from the Engineering Department, and project management personnel responsible for ongoing projects in Anhui.

In the morning, attendees conducted an on-site inspection of the “China Tower Anhui Province Production Facility Project,” a 10-story above-ground, 1-story underground office building with a total floor area of 11,500 square meters and a frame–shear wall structural system. Since the commencement of the project, under the leadership of Project Manager Yue Fuqiang, the project team has placed particular emphasis on early-stage planning, process control, and long-term management, demonstrating a high level of project management in areas such as safe and civilized construction, control of major hazard sources, quality and technical management, smart construction site implementation, and real-name registration management. Following multiple rounds of review at both provincial and municipal levels, the project was officially certified in October as an “Anhui Province Model Standardized Construction Site for Work Safety.”

Following the on-site observation, participants engaged in feedback and exchange. Company leaders and project representatives actively shared their insights, with unanimous agreement that the experience was highly valuable. The on-site visit underscored the gaps in their own project management practices, while also providing a clear understanding of and opportunity to learn from the successful practices of this project—actions that will help shift management mindsets and philosophies and elevate overall engineering management capabilities. Subsequently, Wu Yongliang, Chief Engineer of the Nanjing Branch, delivered a concluding remarks, emphasizing that all ongoing projects in Anhui should take this project as a benchmark, diligently study its best practices and approaches, thoroughly analyze and assimilate these lessons, and thereby enhance the overall management level of ongoing projects in Anhui and deliver more high-quality, exemplary projects in the future.

 

 

In the afternoon, in the project office conference room, Hu Wangliang, Zhang Xiaoyong, Wu Liangliang, and Yuan Dongyan each delivered detailed presentations in PPT format on four key topics: “Interpretation of the Anhui Province Guidelines for Establishing Standardized Construction Sites for Work Safety and the Hefei Municipal Regulations on Payment of Wages to Rural Migrant Workers,” “Operating Procedures and Precautions for ‘Wall-Riding’ Suspended Platforms,” “Safety Management for Work at Heights,” and “Construction Techniques for Anti-Static, Non-Sparking Flooring in Class-A Factory Buildings at the 38th Institute.” They shared new technologies, new concepts, and new policies.

Finally, Wang Jun, Deputy General Manager of the Group and General Manager of the Nanjing Branch, summarized the event. He began by congratulating the Anhui Provincial Production Facilities Project of China Tower on passing the acceptance inspection as a “Demonstration Site for Standardized Work Safety in Anhui Province,” and expressed his gratitude to all members of the project team for their hard work and dedication. He urged the project team to maintain a high level of management throughout the remaining construction phase, ensure the successful completion of the project, and strive to achieve provincial and municipal awards for quality engineering. He then noted that this event demonstrated that the Hefei Branch has elevated its project management to a new level, and emphasized the need for continuous innovation in future project management—placing greater emphasis on pre-construction planning, setting clear project objectives, rigorously organizing and implementing plans, and consistently establishing model sites for safety and civility as well as high-quality projects. In closing, he stressed that both the Nanjing Branch and the Hefei Branch must fully implement the spirit of the Fifth Plenary Session of the 19th CPC Central Committee—namely, “upholding innovation-driven development and comprehensively cultivating new competitive advantages” and “accelerating the building of a science and technology powerhouse”—as well as the Group’s guiding principle that “the construction site is the market.” They should vigorously advance standardized, refined, and information-based project management; strengthen strategic planning and set ambitious, high-level goals; learn from the advanced management practices of demonstration projects; comprehensively enhance project management capabilities; build strong brands; expand market presence; and make even greater contributions to the Group’s development.
