The Group Company Held the 2021 Annual Work Conference on Work Safety

On February 20, the second working day after the Spring Festival, the Group held the 2021 Annual Work Conference on Work Safety in the Headquarters Auditorium. A total of 56 participants attended the meeting, including leaders at or above the level of Deputy Chief Engineer No. 3, heads of headquarters departments, general managers and Party branch secretaries of all subsidiaries, as well as deputy general managers in charge of safety and chief engineers.
Yin Yougen, Deputy General Manager of the Group Company, delivered the 2020 Work Report on Work Safety at the meeting. The Beijing Branch and the Third Branch each shared their experiences in work safety management. The general managers of all subordinate units signed the 2021 Work Safety Responsibility Commitment. Zhang Xiangyang, Secretary of the Party Committee, Chairman, and General Manager of the Group Company, attended the meeting and addressed the attendees. The meeting was chaired by Chief Engineer Liu Xu.
In his work report, Deputy General Manager Yin Yougen first reviewed the key achievements in the Group’s work on production safety for 2020 and briefed on the assessment results of the 2020 “Production Safety Responsibility Commitment.” He then summarized and analyzed the shortcomings and problems that emerged in the Group’s production-safety efforts during 2020. Finally, he outlined the priority tasks for the Group’s production-safety work in 2021, urging all units to thoroughly study the latest laws, regulations, and policy documents on production safety; implement the dual mechanism of risk-based tiered control and hazard identification and remediation to enhance intrinsic safety at construction sites; promote the Ministry of Housing and Urban–Rural Development’s “Two Manuals” to raise the level of standardized construction; strengthen the building of integrity in production safety; and continuously focus on ten key areas, including the management of construction lifting equipment, the crackdown on the “three violations,” and the prevention of falls from heights.
In his address at the meeting, Chairman Zhang Xiangyang fully commended the Group’s work on workplace safety in 2020 and put forward five key recommendations for strengthening workplace safety in 2021: First, strengthen organizational leadership. All units must deeply recognize the paramount importance of ensuring workplace safety and rigorously enforce safety responsibilities at all levels; leaders at every level should personally lead inspections of workplace safety to fundamentally eliminate potential hazards. Second, improve rules and regulations. We must embrace the principle that “a hazard is itself an accident,” further revise and refine the Group’s workplace-safety management system, and pay particular attention to addressing risks associated with cross-regional operations. Third, enhance inspection methods. All units and departments must strictly adhere to the inspection requirements of “four noes and two direct approaches” and “dual random selection with public disclosure,” increase the frequency and intensity of unannounced inspections, conduct both ideological reviews and physical inspections, and focus especially on monitoring employee behavior. Inspections should not only identify hazards but also analyze the root causes and underlying factors behind apparent symptoms. Fourth, strengthen the building of the workplace-safety management team. All units should actively explore and establish career advancement pathways for safety positions, develop job-rotation mechanisms, and fully harness the initiative and enthusiasm of young safety managers. At the same time, they should organize a wide range of safety training programs to continuously enhance the technical expertise and capabilities of the safety management workforce. Fifth, improve the effectiveness of our work. All units and departments must intensify oversight and control over critical milestones in high-risk and large-scale projects, standardize all basic management practices, and ensure compliance with the “five到位” requirements.
During the meeting, Chief Engineer Liu Xu urged all units to thoroughly communicate and implement the spirit of this meeting and the important remarks delivered by Chairman Zhang Xiangyang, further refine training and education methods, promote visualized training and education, upgrade the standardized on-site operation manuals for engineering projects, rigorously review, approve, and revise safety-specific construction plans while closely tracking the implementation of corrective measures, advance the development of smart construction sites, and ensure the safe and healthy development of the enterprise.
