Indonesian PT OSS Power Plant Phase II Project Successfully Grid-Connects Its Steam Turbine Unit

On October 20, Unit 3 of Phase II of the PT OSS Power Plant in Indonesia—comprising two 1,212 t/h ultra-supercritical circulating fluidized-bed boilers and two 380 MW steam turbine units—successfully commenced power generation and was successfully connected to the grid. This milestone signifies the completion of all civil engineering works for the PT OSS Power Plant in Indonesia undertaken by our company, and confirms that all projects under our responsibility—including the foundation and ancillary buildings for Unit 10, the 150-meter chimney, the feedwater pump house, and the coal-handling stack bridge—have passed full-load functional acceptance testing.

Although Units #2, #3, #6, and #7—four 135 MW units—were successfully delivered, installed, and connected to the grid for power generation, the delivery of the 380 MW unit proved extremely challenging. First, the impact of the pandemic meant that only 28 of our on-site construction personnel were available during delivery, with just 22 working directly on the front line; moreover, there was no longer a clear division of labor on site, with rebar workers砌ing walls and carpenters pouring concrete becoming the norm. Yet our company’s workload far exceeded that of other civil engineering firms. Second, changes to the installation specifications and design omissions resulted in prolonged overlapping civil and installation activities, coupled with highly complex construction conditions, including frequent work in confined spaces, which posed considerable difficulties. Third, incomplete system functionality or insufficient design margins led to inadequate commissioning conditions, thereby increasing the scope of additional work and necessitating concurrent design and construction. Despite these challenges, all members of the project team rose to the occasion, worked closely and coordinated effectively according to their respective roles, thereby ensuring the smooth grid connection and power generation of the unit.
