A vigorous campaign has been launched throughout the company to earnestly study and implement the spirit of the 20th National Congress of the Communist Party of China, deeply understanding the decisive significance of the “two establishments,” strengthening the “four consciousnesses,” bolstering the “four confidences,” and ensuring the “two safeguards.” The goal is to align our thinking with the spirit of the 20th National Congress and the important speeches of General Secretary Xi Jinping, and to concentrate our efforts on advancing all tasks related to promoting the enterprise’s high-quality development.
II. The Company Maintains a Steady Operational and Development Momentum
Faced with the complex and challenging situation in the construction market—characterized by a sharp downturn, volatile conditions, and mounting pressures—as well as the arduous and heavy tasks of reform and development, the company has steadfastly adhered to the overarching principle of prioritizing stability while seeking progress amid stability. Rising to the challenge and forging ahead with determination, the company has coordinated epidemic prevention and control with production and operations, focused on preventing and resolving major risks, effectively countered the industry’s sharper-than-expected downturn, strived to stabilize the overall economy, and advanced high-quality corporate development, thereby maintaining a steady and robust operating and developmental trajectory.
III. The Company Celebrates the 70th Anniversary of the Founding of Nantong Construction Engineering Group
In April, the company launched a series of events themed “Seventy Years of Glory, Striving in a New Era” to celebrate the 70th anniversary of the founding of Nantong Construction Engineering Group. These activities reviewed the company’s glorious history of pioneering under arduous conditions, undergoing reform and restructuring, and achieving leapfrog development; extended heartfelt care and condolences to retired employees, model workers, and all cadres and staff; and called on everyone across the organization to draw lessons from the past, forge ahead into the future, work diligently and steadfastly, and courageously move forward, so as to vigorously promote the company’s high-quality development. The ultimate goal is to build the company into a first-class construction enterprise in China and to unremittingly strive toward the vision of making Nantong Construction Engineering a century-old, strong enterprise!
IV. The Company’s Contribution to Local Economic Development Continues to Grow
On February 9, at the Chongchuan District’s 2021 District-Wide Summary and Commendation Conference and the Mobilization Meeting for the “Year of Business Environment Improvement,” the Group was honored as the “2021 Chongchuan District Outstanding Contributor to High-Quality Development” (ranked first among private enterprises in the district in tax contributions), and Chairman Zhang Xiangyang was recognized as one of the “Top Ten Entrepreneurs with Outstanding Contributions in Chongchuan District for 2021.”
V. The Company Proudly Receives the Luban Golden Statue Award
On November 25, the China Construction Industry Association convened the 2020–2021 Luban Award Ceremony and Industry Technology Innovation Conference in Nanning. The civil and installation works for the Xinrui Hospital in Wuxi New District, undertaken by our company, and the Phase II project of the Jiangsu Provincial Government Service Center and Public Resources Trading Center, in which Nantong Decoration participated, both won the Luban Award—the highest honor in China’s construction industry. Chairman Zhang Xiangyang attended the ceremony and received the Luban Golden Statue Award.
VI. The Company Convenes the First Session of the Fifth Term Congress of Employee Representatives and the Congress of Trade Union Members
On June 24, the First Session of the Fifth Congress of Employee Representatives and the Congress of Trade Union Members of the Group Company was solemnly convened in the Headquarters Auditorium, with 117 employee representatives from all fronts across the company in attendance. Chairman Zhang Xiangyang presided over the meeting, General Manager Zhang Zhongda delivered the Administrative Work Report, and Deputy Secretary Zhong Yiming read out the decision on commending outstanding individuals and units. The meeting successfully accomplished all its agenda items, serving as a gathering that unified thinking, reinforced confidence, boosted morale, and fostered unity and progress.
VII. The Company Convenes the Eighteenth Shareholders’ Meeting
On June 25, the Group’s 18th Shareholders’ Meeting was held in the Headquarters Conference Hall. A total of 32 registered shareholders attended the meeting. Chairman Zhang Xiangyang presided over the meeting and delivered the Board of Directors’ Work Report for 2021; Supervisory Board Chairperson Shao Jinman presented the Supervisory Board’s Work Report for 2021; and Chief Financial Officer Xu Chunyang submitted the Report on the 2021 Financial Settlement and the 2022 Financial Budget. The meeting reviewed and voted to approve all agenda items and resolutions.
VIII. The Company Issues and Implements the Work Plan for the Mentorship Program for Young Talent Development
On May 21, in order to refine the mechanism for cultivating young talent and establish a normalized operational model, the company held the launch ceremony for the Young Talent Mentorship Program and officially released the Work Plan for Implementing the Program. The initiative focuses on multi-dimensional, integrated development and rigorous training of a cohort of versatile, high-caliber young professionals through enhanced ideological refinement, specialized professional training, and practical experience, thereby providing robust talent support for the group’s high-quality development.

To further promote technological innovation within the enterprise, enhance efforts to achieve excellence in engineering quality, and stimulate the enthusiasm and creativity of technical and quality management personnel, the company has allocated RMB 5.98 million as rewards for outstanding collectives and individuals in technical and quality management for 2021, as well as for high-quality projects, scientific and technological achievements, patent inventions, and scholarly papers they have attained.
