The Group Company Holds the 2026 Work Conference on Work Safety

On February 26, the Group held the 2026 Work Conference on Work Safety in the Headquarters Auditorium. More than 100 representatives attended the meeting, including deputy directors and above from the Group’s headquarters departments, general managers and Party secretaries of all subsidiaries, deputy general managers in charge of work safety and corporate credit, chief engineers, union chairpersons, managers of the Work Safety Department, and project manager representatives from the Nantong region.

More than 100 representatives attended the meeting, including deputy directors and above from the Group’s headquarters departments, general managers and Party secretaries of all subsidiaries, deputy general managers in charge of work safety and corporate credit, chief engineers, union chairpersons, managers of the Work Safety Department, and project manager representatives from the Nantong region.

The meeting was chaired by Zhang Zhongda, General Manager of the Group Company, and Yin Yougen, Deputy General Manager, delivered the “2026 Work Report on Work Safety.” At the meeting, all subsidiaries signed on-site the “2026 Annual Work Safety Responsibility Commitment” and the “2026 Annual Corporate Credit Management Responsibility Commitment.” Zhang Xiangyang, Chairman of the Group Company, attended the meeting and delivered an important address.
In his work report, Deputy General Manager Yin Yougen summarized the Group’s 2025 work on work safety from nine perspectives, conducted an in-depth analysis of six existing problems, set clear objectives for 2026 work safety, and outlined ten priority tasks: First, elevate political awareness and continuously strengthen the chain of safety responsibilities; second, build a robust and comprehensive work-safety management network to pool strong collaborative efforts across all departments; third, maintain close vigilance over the identification and remediation of risks and hazards, ensuring that risks are effectively contained and hazards are dynamically reduced to zero; fourth, enhance project planning capabilities and steadily advance standardized, smart, and intelligent construction practices; fifth, continue to rigorously manage high-risk and large-scale projects as well as lifting equipment, resolutely preventing the occurrence of major and above-level accidents; sixth, strengthen the management of sporadic hazardous operations to strictly prevent “small jobs from triggering major accidents”; seventh, further promote and apply the five best practices in foreign-invested project safety management and the ten proven safety protection measures, continuously elevating the inherent safety level of projects; eighth, reinforce safety management for specialized contracting projects undertaken in the name of the Group; ninth, deepen targeted rectification campaigns on hot-work operations, temporary electrical use, falls from heights, and subcontractor safety, thereby addressing weaknesses in work-safety management; and tenth, attach great importance to and earnestly implement work-safety management for overseas engineering projects.
Chairman Zhang Xiangyang extended New Year greetings to all cadres and employees. In his address, he fully commended the Group’s achievements in workplace safety and corporate credit management in 2025 and set forth three clear requirements for 2026: first, uphold a stringent approach and resolutely safeguard the bottom line of workplace safety management; second, move control points upstream and comprehensively enhance preventive capabilities for workplace safety; and third, adopt an efficiency-oriented approach and focus on strengthening the grassroots foundation of workplace safety. The Chairman emphasized the need to employ penetrating management to ensure that all initiatives are effectively implemented and deliver tangible results.
During the meeting, General Manager Zhang Zhongda emphasized that all units must promptly convey and thoroughly grasp the spirit of this meeting and the important remarks delivered by Chairman Zhang Xiangyang. In light of the assessment requirements set forth in the “Two Documents,” they are to swiftly formulate work plans for workplace safety and credit management, ensuring that all arrangements are fully implemented and rigorously enforced without compromise. Focusing on the objectives and measures for workplace safety and corporate credit management, tasks must be broken down level by level, with strict and meticulous accountability assigned at every tier to firmly uphold the bottom lines and red lines in these areas, thereby leveraging high-level risk control to underpin the Group’s steady and healthy development. Following the holiday, all units and project offices must ensure that, upon resuming work and production, the “Five Essentials” are fully in place: adequate staffing of management personnel, comprehensive safety briefings, thorough pre-resumption inspections, robust training and briefing sessions, and complete equipment maintenance and inspection. With a proactive and determined attitude—“treat the start as a decisive battle and the initial phase as a sprint”—all work must be carried out in a solid and systematic manner, setting a strong foundation and getting off to a good start for the year ahead.
