Chairman Zhang Xiangyang Conducts Research and Provides Guidance on the Work of Subordinate Units

The opening phase sets the tone for the entire year, and the initial steps determine the trajectory ahead. To thoroughly implement the spirit of the Group’s 2026 Strategic Planning Retreat and Safety Production Work Conference, and to comprehensively plan and deploy key tasks for the year, starting February 28, Zhang Xiangyang, Chairman of the Group, led a headquarters research team on a special inspection and guidance tour of the Group’s major subsidiaries. This initiative introduced an innovative approach: the research team attended the leadership meetings of each subsidiary, working alongside the leadership teams to clarify thinking, define direction, set objectives, and formulate concrete measures. The goal is to ensure that all subsidiaries achieve a stable and promising start to the year, thereby laying a solid foundation for the successful completion of the Group’s key annual targets and tasks.
During the field investigation, members of the leading teams of all subordinate units, heads of departments, and selected project managers attended the briefing meeting. Chairman Zhang Xiangyang listened carefully to work reports from the leadership teams of each unit, and, focusing on key areas and priority tasks such as business development, risk prevention and control, refined management, and team building, he offered targeted guidance and specific operational requirements tailored to the actual conditions of each unit, thereby charting a clear course for breaking through developmental bottlenecks and enhancing quality and efficiency across the board.
During his field visits to the First Branch, Third Branch, and Installation Branch, Chairman Zhang Xiangyang emphasized three key work requirements:
First, we must adopt innovative thinking and make all-out efforts to expand our operations. We have clearly defined the division of responsibilities for the leadership team’s business management, positioning it as the top priority for ensuring survival and pursuing development, while rigorously focusing on customer needs and project implementation to ensure effective execution. We will strengthen market research and analysis to precisely identify key areas for market development, innovate business models, concentrate resources on market expansion, and use breakthroughs in operations as the central lever to overcome developmental challenges.
Second, we will strengthen refined management and implement penetrating oversight to effectively prevent and resolve major risks. We will enhance project cost management planning by starting with the breakdown of commercial costs and contract scheduling, leveraging information technology to advance refined cost management across projects, making all-out efforts to reduce costs and boost efficiency, maximize project returns, and build a competitive edge for the company through low-cost operations. We will establish a site-level refined management system that covers every process, every position, and every area, continuously improving construction quality and brand image. We will clarify the creditor-debtor relationships associated with high-risk projects, rigorously pursue project final accounts, recover outstanding payments, and protect our legal rights; strengthen project cash-flow management to proactively mitigate litigation risks from downstream subcontractors; and comprehensively enhance project control capabilities through penetrating management.
Third, we will accelerate the development of young cadres and strengthen our talent pool. We will refine the employee career-development system, focus on cultivating versatile professionals, and build a high-caliber, highly professional workforce. Particular emphasis will be placed on the selection, training, and performance evaluation of young talent, so as to facilitate their rapid growth into the backbone of corporate development. In addition, we will optimize staffing arrangements and enhance labor-management practices to retain core personnel, make effective use of underutilized staff, and improve the efficiency of human-resource utilization.
During his field visits to the Beijing, Nanjing, and Wuxi branches, Chairman Zhang Xiangyang put forward three key requirements:
First, we will make every possible effort to resolve existing risks and firmly curb the emergence of new risks. We will conduct a comprehensive inventory of all outstanding risks and develop and implement targeted mitigation measures; fully leverage legal mechanisms to strengthen the management of project-related creditor-debtor relationships and litigation cases; accelerate project final account settlements and the recovery of project payments to effectively improve cash flow. We will establish a dedicated task force to carry out work in a coordinated, phased manner, using visual management tools to track progress and expedite the disposal of property used as collateral for construction projects and the monetization of assets; assign responsibilities at every level, encourage proactive accountability and action, and devote all efforts to resolving existing risks while minimizing economic losses. In addition, we will rigorously review operating projects to prevent the emergence of new risks at the source.
Second, we will adopt innovative approaches to overcome challenges and proactively expand into regional markets. We will conduct in-depth research into the characteristics of each regional market, adjust our business strategies, pursue differentiated competition, and meticulously cultivate our core regional markets. We will maintain coordinated efforts between wholly owned operations and joint ventures to optimize our operational structure; leverage the Group’s brand strengths to foster a virtuous cycle among project excellence, market operations, and credit rating, thereby continuously amplifying our comparative advantages in regional development.
Third, we must continuously strengthen talent development. Given the profound restructuring of the construction market and the complex and challenging development landscape, all employees must shift their mindset, cultivate a strong sense of crisis, diligently hone their core competencies, enhance their capabilities, and bolster their ability to navigate intricate situations. We should prioritize self-directed learning to continually elevate our cognitive acuity and managerial skills, thereby leveraging the certainty of our own capabilities to address the uncertainty of the external environment.
During the research visit, Chairman Zhang Xiangyang also made specific arrangements for the development plan of Nantong Construction General Group: first, intensify market development efforts by leveraging the group’s overall strategic layout to proactively “go global” and actively secure high-quality projects; second, strengthen brand building by enhancing external publicity through channels such as the official website, corporate brochures, and on-site excellence management initiatives, with the aim of becoming a leading force in the construction industry within the Nantong Development Zone; and third, accelerate the refinement of the management system and institutional framework, seize emerging development opportunities, and establish new engines of market growth for the group.
During his field inspection, Chairman Zhang Xiangyang consistently emphasized that 2026 will present both challenges and opportunities for the company’s development. He urged the entire organization to stay firmly aligned with the overarching work principle of “seeking progress while maintaining stability and achieving breakthroughs through hard work,” thoroughly implement the eight-character business guideline of “contraction, cost reduction, capability building, and international expansion,” maintain strategic composure and unwavering confidence in development, and unite as one to forge ahead with determination. With a proactive spirit of “treating the start as a decisive battle and the initial phase as a sprint,” all tasks must be rigorously executed and delivered tangible results, ensuring a strong start and solid footing for the year’s work and fully driving the company’s high-quality development.
All cadres and employees of the subsidiary units have expressed their commitment to earnestly implementing the spirit of Chairman Zhang Xiangyang’s inspection speech, refining task lists in accordance with work requirements, and firmly assigning responsibilities. They will adopt more concrete measures, maintain a tougher work style, and demonstrate greater dedication and determination to spare no effort in achieving all annual targets and tasks, thereby making a greater contribution to the Group’s sustained, stable, and healthy development.
