Beijing Branch Holds 2026 Annual Work Conference

To comprehensively review the work of 2025, strategically plan the key tasks for 2026, and strive to ensure a strong start to the 15th Five-Year Plan, the Beijing Branch held its 2026 Work Conference in grand style on April 11 at the Southwest Huayi Hotel in Beijing. More than 120 attendees, including members of the branch’s leadership team, project leaders, construction managers, and departmental staff, gathered to discuss major development initiatives. Zhang Zhongda, General Manager of the Group and also General Manager of the Beijing Branch, attended the meeting and delivered a work report, while Deputy General Manager Xia Dejun chaired the session.

 

 

The meeting commenced with a specialized training session led by Deputy General Manager Lu Peijun on the Value-Added Tax Law of the People’s Republic of China. Drawing on the policy’s core principles, practical operational guidelines, and key risk-control measures, the session provided an in-depth analysis to help all attendees accurately grasp the essence of the new tax regime and further strengthen the company’s tax compliance management framework. Subsequently, Deputy General Manager Sun Hongyu systematically communicated the spirit of the Group’s Work Conference on Work Safety, analyzed the critical challenges and priorities in safety management in light of the branch company’s specific project realities, and organized the signing of the “Two Documents” on work safety. By clearly assigning responsibilities at every level and refining preventive measures, the initiative aims to establish a robust safety barrier for all projects. Finally, Deputy General Manager Xia Dejun read out the decision on commendations, formally recognizing outstanding collectives and exemplary individuals within the branch company for their exceptional performance in 2025, thereby leveraging role models to inspire all employees to benchmark against best practices, assume greater responsibility, and strive for continuous improvement.

In his work report, General Manager Zhang Zhongda provided a comprehensive review of the overall development trajectory for 2025, systematically summarizing the branch company’s solid achievements and remarkable results in such areas as market expansion and quality enhancement, growth in construction output value, improvement in operational efficiency, breakthroughs in project excellence, strengthened risk prevention and control, and empowerment through Party building leadership. At the same time, grounded in the broader trends of industry development and the regional market landscape, he conducted a thorough analysis of the strategic opportunities presented by current macro policy orientations and industry transformation trends, while precisely identifying the challenges and shortcomings arising from intensifying market competition, the tough battle for transformation and upgrading, and the need to enhance operational management and control.

In his report, General Manager Zhang Zhongda set forth the branch company’s core working principle for 2026: “seek progress while maintaining stability and achieve advancement through concrete action.” Centered on seven key priorities—expanding markets, mitigating risks, strengthening management, ensuring safety, enhancing quality, developing talent, and reinforcing Party building—the report establishes quantifiable targets, breaks down initiatives into progressively detailed measures, and clearly assigns responsibilities at all levels. All employees are called upon to align with the development blueprint, build a shared commitment to forging ahead, tackle development challenges through pragmatic action and a sense of responsibility, consolidate the foundation for growth by improving quality and boosting efficiency, and reinforce competitive advantages through innovation and breakthroughs. By uniting as one, persevering in the face of adversity, and pressing forward with determination, we will strive to usher in a new era of high-quality development characterized by stable operations and continuous quality improvement and upgrading at the branch level.

This meeting was closely aligned with the Group’s eight-character business guideline of “contraction, cost reduction, capability enhancement, and international expansion,” seamlessly integrating legal compliance training, safety deployment, recognition and incentive measures, and annual work planning. As a result, it not only fostered ideological unity and consensus but also ensured clear objectives and robust accountability, thereby charting the course and providing fundamental guidance for all aspects of the Beijing Branch’s operations in 2026.
